About this opportunity
The U.S. Army Contracting Command seeks to procure and install an air-cooled screw-type chiller with 200 nominal tons cooling capacity to replace an existing non-operational unit at Building 1014, Military Family Housing Tower, Osan Air Base in South Korea. The new chiller must be fully compatible with existing infrastructure, including piping, electrical systems, mechanical connections, and HVAC control systems currently configured for Carrier chiller units, while meeting AHRI 550/590 standards and integrating with the facility's Building Automation System via BACnet IP. The contractor must provide all necessary personnel, tools, and equipment for removal, installation, commissioning, and must comply with comprehensive technical specifications including screw or scroll compressors, ASHRAE 90.1 compliance, and propylene glycol solution compatibility. Award evaluation will be based on technical specifications compliance using a pass/fail assessment, followed by lowest price among technically acceptable offers. The solicitation requires submission of price quotations, technical data with drawings, completed FAR 52.212-3 forms, and vendor identification information by 12:00 pm on September 27, 2025, Korean local time.
This procurement operates under NAICS Code 333415 without any set-aside designations, making it open to all qualified contractors. The current infrastructure is configured for Carrier chiller units, suggesting Carrier or a compatible manufacturer may have incumbent status, though no specific current contractor is identified in the documentation. While no specific contract value is disclosed, the procurement encompasses three Contract Line Item Numbers covering the chiller equipment, installation services, and refrigerant gas filling with start-up services. The work must be completed as soon as possible after contract award during normal working hours of 0830-1630, Monday through Friday, with the contractor required to provide both manufacturer warranties and one-year installation warranties. Performance will occur at the Military Family Housing facility in Jangdeung-ri, Seotan-myeon, Pyeongtaek-si, Gyeonggi-do, South Korea, requiring compliance with U.S. Army, DoD, Federal, and Host Nation regulations.
