About this opportunity
The Department of the Interior National Park Service Southeast Region seeks replacement of failing roofs on five structures at Elliott Key within Biscayne National Park, with proposals due August 26, 2026, at 1:00 p.m. This is a Total Small Business set-aside competitive procurement.
Place of performance is Elliott Key, Miami-Dade County, Florida. The work involves complete removal and replacement of deteriorating Ondura corrugated asphalt roofing with Miami-Dade code-compliant 5V crimp panel metal roofing on the Maintenance Building (2,205 SF), Water Treatment Plant (4,370 SF), Generator Building (831 SF), East Residence (2,000 SF), and West Residence (1,250 SF)—totaling approximately 10,656 square feet. The contractor must provide all labor, materials, equipment, supervision, and permits; estimated decking replacement ranges from 20–30% of roof area per structure (approximately 2,769 SF total), with structural reinforcement of 75–300 linear feet per building, and installation of seamless gutter and downspout systems (approximately 800 linear feet of gutters and 24 downspouts). All materials must be marine-grade with stainless steel fasteners and factory-applied coatings; the roofing system must be solar-ready for future photovoltaic installation and include a minimum 30-year manufacturer warranty and 2-year workmanship warranty. The contract is firm fixed-price with a magnitude between $100,000 and $300,000. Period of performance runs from October 5, 2026, to March 4, 2027 (150 calendar days, with 30 days reserved for weather delays). Davis-Bacon Act prevailing wages apply; the wage determination covers Miami-Dade County skilled trades, with asbestos workers at $39.76 per hour plus $19.02 fringe, roofers and electricians at applicable union rates, and prevailing wage for all classifications. The Generator Building and Water Treatment Plant must remain fully operational throughout the project. No hazardous materials surveys were conducted prior to award; contractors must immediately notify the Contracting Officer's Representative of protected wildlife, cultural resources, hazardous materials, or environmentally sensitive conditions encountered. No official asbestos survey records exist for Elliott Key roofs. Contractors must submit SF-1442, a technical proposal (not exceeding 20 pages), past performance questionnaires from at least three previous clients reflecting similar project magnitude and metal building system experience in remote locations, and a detailed cost proposal with breakouts by general conditions, materials, labor, overhead, profit, bonding, and insurance. A bid guarantee (20% of bid total) and performance and payment bonds (100% each) are required. The site superintendent must be a prime contractor employee. An organized site visit was held August 5; questions were due August 7. Evaluation criteria weight non-cost factors (technical approach, past performance, experience, and technical capability) as significantly more important than cost. NAICS 238160, Roofing Contractors; PSC Z2QA, Repair or Alteration of Restoration of Real Property. Contracting officer: William Vazquez (william_vazquez@ios.doi.gov, 470-819-0934). Contracting Officer's Representative: Miguel Martinez (Miguel_a_martinez@nps.gov, 786-427-5785).
