About this file

This document is a Contracting Officer's (COR) Clarifications memorandum addressing three key questions regarding the Replace Building Roofs on Elliott Key project at Biscayne National Park, Contract Number 140P5426R0023.

Regarding hazardous materials, no asbestos surveys were conducted on the Elliott Key roofs, though no insulation exists beneath them. The exterior and interior walls of the Elliott Key maintenance building were tested for lead using a self-test kit several years ago with negative results; however, no official records of this testing are available. With respect to warranty requirements, the Government's intent is not to require a separate 30-year warranty specifically covering coastal corrosion. Instead, the contractor must provide the standard manufacturer's warranty normally supplied with the Miami-Dade County-approved roofing system, including any standard material, finish, or corrosion coverage the manufacturer offers. A dedicated 30-year coastal corrosion warranty is not required. For permitting, the contractor bears full responsibility for obtaining all necessary permits from Miami-Dade County, as Elliott Key is located within a high-velocity hurricane zone.

Replace Building Roofs on Elliott Key

Biscayne National Park

140P5426R0023

COR Clarifications

1. Hazardous materials (lead paint) and asbestos. Can I assume we have no surveys or assessments to show potential hazardous materials or asbestos they may encounter when they begin work?

No surveys were done on the Elliott Key roofs for asbestos, but they do not have any insulation underneath. The exterior and interior walls of the EK maintenance building were tested for lead a few years ago and the results were negative. I do not have records of the testing, but it was completed with a self-test kit that can be purchased on Amazon or Home Depot.

2. What do we want the 30-year warranty to specifically cover? Is it the expectation of the Government that the contractor provides a 30-year warranty that covers coastal protection from corrosion?

The Government’s intent is not to require a 30-year warranty specifically covering corrosion resulting from the coastal environment. Since the project requires a Miami-Dade County-approved roofing system, we are requesting the standard manufacturer’s warranty normally provided with the specified/approved roofing system. The contractor should provide the applicable manufacturer’s standard warranty for the installed roofing system, including any standard material, finish, or corrosion coverage offered by the manufacturer. A separate 30-year coastal corrosion warranty is not required.

3. Are any permits needed for contractors to perform this work?

The Contractor is responsible to pull permits from Miami-Dade county because we are in a high velocity hurricane zone.
