About this file

This is a Statement of Work (SOW) for roof replacement on five structures at Biscayne National Park's Elliott Key facility in Miami-Dade County, Florida.

The project involves complete removal and replacement of deteriorating Ondura corrugated asphalt roofing systems with Miami-Dade code-compliant 5V crimp panel metal roofing on five buildings: the Maintenance Building (2,205 SF), Water Treatment Plant (4,370 SF), Generator Building (831 SF), East Residence (2,000 SF), and West Residence (1,250 SF). The total roof area requiring replacement is approximately 10,656 square feet. The contractor must provide all labor, materials, equipment, supervision, and permits necessary for complete roof replacement. Estimated work includes removal of existing roofing and gutter systems, inspection and replacement of approximately 20-30% of roof decking by structure (totaling 2,769 SF), structural reinforcement ranging from 75 to 300 linear feet per building, and installation of new seamless gutter and downspout systems (total 800 linear feet of gutters and 24 downspouts). All materials must be marine-grade and suitable for harsh coastal environments with stainless steel fasteners and factory-applied coatings for corrosion resistance. The roofing system must be designed as solar-ready to accommodate future photovoltaic panel installation and include minimum 30-year manufacturer warranty and 2-year workmanship warranty. The project includes a 150-calendar-day period of performance from Notice to Proceed, with 30 days reserved for weather delays, broken into phases for mobilization, demolition, installation, gutter systems, and final inspection. The government provides material transportation via a 44-foot barge with 12,000-pound capacity; the contractor is responsible for personnel transport, equipment, and additional logistics. The Contracting Officer's Representative is Miguel Martinez at Biscayne National Park (Miguel_a_martinez@nps.gov, 786-427-5785).

Statement of Work (SOW) Project Title: Roof Replacement for Five Structures on Elliott Key

Location: Biscayne National Park, Elliott Key, Miami-Dade County, FL Prepared by: Miguel A Martinez

Date Prepared: 8/4/2025

1. Project Overview

The National Park Service (NPS) at Biscayne National Park intends to replace deteriorating and non-code-compliant roofing systems on five essential buildings located on Elliott Key. These facilities include critical infrastructure used by visitors and park personnel: the Maintenance Building, Water Treatment Plant, Generator Building, East Residence, and West Residence.

The existing Ondura corrugated asphalt roofing has exceeded its functional lifespan, resulting in brittleness, recurring leaks, and vulnerability to extreme weather events. The replacement with hurricane-rated 5V crimp metal panels will enhance safety, extend building longevity, and bring all roofing into compliance with Miami-Dade County codes and applicable Florida Building Code requirements.

2. Objectives

• Safely remove and dispose of all failing roofing and gutter systems.

• Furnish and install Miami-Dade code-compliant 5V crimp panel metal roofing and hurricane-rated gutter systems.

• Replace estimated quantities of damaged or deteriorated roof decking to establish a clear basis for contractor bidding.

• Repair and reinforce estimated structural reinforcement quantities to support a complete, code-compliant roofing system.

• Complete all work in compliance with applicable codes, permitting authorities, manufacturer requirements, and NPS safety and environmental standards.

3. Scope of Work

The Contractor shall provide all labor, supervision, materials, equipment, tools, transportation, permits, and incidentals necessary to complete a full roof replacement for all five (5) structures on Elliott Key in accordance with this Statement of Work.

• Mobilize personnel, materials, and equipment to Elliott Key. The Government will provide transportation of materials via a 44-foot barge with a 12,000-pound capacity. The Contractor shall coordinate delivery schedules with the COR.

• Remove all existing Ondura roofing, underlayment, flashing, fasteners, and deteriorated gutter systems.

• Legally dispose of all removed materials off-island.

• Inspect all exposed roof decking, sheathing, framing members, and structural components during demolition.

• Replace damaged, deteriorated, rotted, warped, delaminated, or non-functioning roof decking, sheathing, framing members, or structural wood components identified during demolition and inspection activities.

• Furnish and install hurricane-rated 5V crimp metal roofs, matching building aesthetics where appropriate.

• Install new flashing, strapping, hurricane clips, fasteners, gutters, and downspouts.

• Maintain a clean, safe worksite with limited disruption to staff, visitors, and park operations.

Roof decking replacement quantities identified within this Statement of Work are estimated quantities intended to establish a basis for bidding and contract pricing. Actual quantities may vary depending on concealed conditions discovered during demolition. Any quantities exceeding the estimated amounts identified in this contract shall require COR review and may be addressed through contract modification procedures.

15. Justification for Action The existing roofing systems on Elliott Key facilities have exceeded their service life and are no longer capable of providing reliable protection against the harsh coastal and hurricane-prone conditions typical of South Florida.

The current Ondura roofing systems are brittle, deteriorated, and experiencing recurring failures, including leaks, weakened weather resistance, and compromised structural reliability.

Failure to complete this project will result in continued degradation of critical park infrastructure, increasing the risk of water intrusion, structural damage, mold development, and failure of essential building systems. These facilities support mission-critical operations, including housing, maintenance, utilities, and visitor services.

Continued deterioration may lead to partial or full facility closures, negatively affecting park operations, employee safety, and visitor experience.

In addition, the existing roofing systems do not meet current Miami-Dade County requirements for wind resistance and hurricane resiliency. This project is necessary to restore structural integrity, improve code compliance, protect government assets from accelerated deterioration, maintain safe and functional working and living environments, and reduce the likelihood of costly emergency repairs or operational disruption on Elliott Key.

16. Final Summary Statement

This project represents a critical infrastructure investment necessary to preserve the operational integrity, safety, and resilience of Biscayne National Park’s Elliott Key facilities. By replacing failing roofing systems with code-compliant, hurricane-rated materials, the National Park Service will reduce exposure to storm damage, extend the service life of key assets, and minimize future maintenance and emergency repair costs.

The project directly supports the National Park Service mission by ensuring safe, reliable facilities for employees and visitors while protecting federally owned assets in a harsh marine environment. Timely completion of this work is essential to prevent further deterioration, avoid operational disruptions, and strengthen the long-term sustainability and resiliency of remote island infrastructure.
