About this opportunity
The United States Coast Guard is seeking qualified contractors to replace an Electronic Modular Control Panel (EMCP2) with a new EMCP4.2B control panel on a Caterpillar 3456 engine at USCG Communication Command in Chesapeake, Virginia. The procurement requires a certified Caterpillar technician to provide all labor, materials, and equipment necessary to complete the panel replacement, including removal of existing wiring and sensors, installation of the new panel, configuration of settings, and test operation verification. Quoters must demonstrate certification to work on Caterpillar equipment and submit a technical approach demonstrating capability to complete all project requirements outlined in the Statement of Work. Proposals will be evaluated on two criteria: Technical Capability and Price, with award made to the lowest price technically acceptable quoter. This is a 100% set-aside for Small Businesses using NAICS code 811310 with a small business size standard of $12.5 million, and there is no incumbent contractor on this requirement. The Government contemplates award of a Firm-Fixed Price order, with travel costs to be included in the overall bid price rather than as a separate line item. The contract performance period is a maximum of 30 working days after award, with work generally performed Monday through Friday from 0700-1530 Eastern Standard Time, though other hours may be required with written approval from the Contracting Officer's QAE Representative. Work will be performed at 4364 Douglas A. Munro Road, Chesapeake, VA 23322. Prevailing wage rates determined under the Davis-Bacon Act apply to all labor costs, and all contractor personnel require Defense Biometric Identification System (DBIDS) credentials for unescorted facility access; a site visit is scheduled for May 5, 2026 at 1000 Eastern Time for interested parties to verify quantities and conditions.

The work consists of providing all labor, materials, and equipment, as required, to complete all work as described in the provided Statement of Work (SOW). This procurement is 100% set-aside for Small Businesses using NAICS code of 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and a small business size standard of $12.5 million. The Government contemplates award of a Firm-Fixed Price order resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by 12:00 PM Eastern Time on 05/12/2026 via email to frank.r.burton@uscg.mil and keven.d.weaver@uscg.mil. Quotes shall be submitted via the SF-18.
