About this opportunity
The National Park Service Southeast Region seeks replacement of electrical gate controllers and preventive maintenance services at San Juan National Historic Site in Puerto Rico, with quotes due June 19 and a mandatory site visit on June 9. This is a total small business set-aside under NAICS 238290.
Place of performance is 501 Calle Norzagaray, San Juan, Puerto Rico. The base contract requires replacement of four vehicular barrier arm gate operators, two sliding gate operators, and seven swing gate operators, all commercial/industrial-grade equipment rated for high-cycle continuous-duty operation in coastal environments and ISO 9001 certified, compliant with UL 325 and UL 991 standards, and incorporating corrosion-resistant materials. All work must be completed within 60 days after Notice to Proceed, Monday through Friday, 7 am to 5 pm. The base year includes 12 months of full maintenance by the manufacturer's designated service organization. Three option years (2028, 2029, 2030) provide preventive maintenance, inspection, and on-call repair services. Emergency response time is two hours; non-emergency response is one business day. Contractor liability insurance must cover $100,000 per person, $500,000 per occurrence, and $500,000 property damage, with the United States named as insured.
Evaluation factors in order of importance are Technical Approach and Implementation Plan, Relevant Experience and Past Performance, Maintenance and Service Capability, and Price. Offerors must provide three to five past performance projects from the last five years, with preference for experience in coastal/corrosive environments, gate operator systems, automated access control, and long-term maintenance programs. The contract is firm-fixed-price under FAR Part 12. Offerors must be registered in SAM as active small businesses at quote submission, award, and throughout performance. The contracting officer is Noelli Medina at noelli_medinamarin@ios.doi.gov, (470) 819-0940. Amendment 0001, posted June 15, adds a Questions and Answers attachment clarifying scope requirements including reuse of existing beeper receivers and magnetic safety systems, provision of concrete pads for swing-gate operators, replacement of magnetic locks on designated gates, and relocation of Building 213 operators to the interior of the perimeter fence line.
