The base year includes 12 months of full maintenance by the manufacturer's designated service organization with routine preventive maintenance and adjustments as recommended. Three option years (CLINs 1001, 2001, 3001) provide preventive maintenance, inspection, and on-call repair services for 12 months each (January through December in years 2028, 2029, and 2030 respectively). Evaluation factors in order of importance are: Technical Approach and Implementation Plan (most important), Relevant Experience and Past Performance, Maintenance and Service Capability, and Price. Offerors must provide a minimum of three and maximum of five past performance projects from the last five years, with preference for experience in coastal/corrosive environments, gate operator systems, automated access control, and long-term maintenance programs. Quotes must include a technical narrative (maximum 10 pages), equipment specifications, implementation schedule, maintenance plan, past performance references, subcontractor information if applicable, maintenance and service capability documentation, and key personnel qualifications. Emergency response time requirement is two hours; non-emergency response time is one business day. The Contractor must provide a minimum one-year warranty on all labor and workmanship, with warranty costs included in the base price. I. DESCRIPTION

THIS IS A NOTICE OF INTENT FOR REQUEST FOR QUOTE. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 140P5426Q0021 is issued as a request for quote (RFQ) for replacement of electrical gate operators and preventive maintenance services.

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

This requirement is a 100% total small business set-aside. The associated NAICS code is 238290 – Other Building Equipment Contractors. The small business size standard is $25 M. Provisions and clauses are incorporated in this solicitation document.

GENERAL INFORMATION:

This solicitation is a Request for Quote (RFQ) Solicitation issued on Standard Form (SF) SF18. Award of this contract will be made according to FAR Part 12 Acquisition of Commercial Products and Commercial Services. All references to “proposal” in this solicitation shall be understood to mean “quotation.”

Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value to the government.

The contract awarded as a result of this solicitation will be a firm-fixed price commercial contract/award.

Independently, and not as an agent of the Government, the contractor/vendor shall furnish all labor, materials, and equipment necessary to provide for replacement of electrical gate operators and preventive maintenance services.

52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (Feb 2016) (DEVIATION May 2026)

(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

If proposing an "or equal" product, the offeror should provide sufficient product literature, specifications, technical data sheets, and supporting documentation to allow the Government to determine compliance with all requirements of the Statement of Work.

The Contractor shall provide a minimum one (1) year warranty on all labor, workmanship, installation, programming, configuration, startup, testing, and commissioning performed under this contract. During the warranty period, the Contractor shall correct, repair, replace, or re-perform any defective work at no cost to the Government.

The Contractor shall coordinate directly with manufacturers and suppliers to administer and enforce all manufacturer warranties. Any labor required to diagnose, remove, replace, reinstall, reprogram, test, commission, or return equipment to service under warranty shall be provided at no additional cost to the Government.

The warranty period shall begin upon Government acceptance of the completed installation.

Option Year preventive maintenance and repair services shall not relieve the Contractor of any warranty obligations under the base contract.

Services performed to correct defects in materials, equipment, workmanship, installation, programming, startup, commissioning, or other items covered under warranty shall not be billed under the maintenance option CLINs.

The Government shall not be charged for repairs, replacements, labor, travel, diagnostics, or service calls associated with warranty-covered deficiencies.

The optional preventive maintenance and repair services shall commence upon expiration of the Contractor's one-year post-installation maintenance period included under the base requirement, if exercised by the Government.

The Government will evaluate quotes and make award to the responsible offeror whose quotation represents the best value to the Government. The Government intends to evaluate quotations and may award without discussions.

The following factors shall be evaluated:

Factor 1 – Technical Approach and Implementation Plan (Most Important)

The Government will evaluate the offeror's understanding of the requirement and its proposed approach to successfully perform the work described in the Statement of Work. Evaluation will include:

• Proposed gate operator equipment and manufacturer.

• Suitability of proposed equipment for a coastal, high-humidity, high-salinity environment.

• Compliance with UL 325, UL 991, and other SOW requirements.

• Implementation schedule and project execution plan.

• Approach to minimizing impacts to park operations and visitor access.

• Safety approach and quality control measures.

• Proposed preventive maintenance and service approach for the option periods.

Factor 2 – Relevant Experience and Past Performance

• Vehicular barrier arm operators.

• Sliding gate operators.

• Swing gate operators.

• Automated access control systems.

• Work performed in coastal, marine, high-humidity, or corrosive environments.

• Preventive maintenance and repair programs for automated gate systems.

• Projects involving installation, programming, commissioning, and long-term maintenance support.

If the offeror proposes to use one or more subcontractors to perform any portion of the work, the Government will evaluate the experience, qualifications, certifications, and past performance of both the prime contractor and the proposed subcontractor(s) for the work they are proposed to perform.

The offeror shall identify all proposed subcontractors and provide:

• Company name.

• Description of work to be performed.

• Estimated percentage of work to be performed.

• Relevant experience performing similar work.

• Manufacturer certifications, factory authorizations, or specialized qualifications, if applicable.

• Relevant project references.

The Government may consider the experience and past performance of subcontractors when such experience is directly relevant to the portion of the work being subcontracted. However, the prime contractor shall remain fully responsible for overall contract performance, project management, quality control, schedule compliance, safety, warranty support, and coordination of all subcontractors.

Failure to identify proposed subcontractors or provide sufficient supporting information may result in a lower evaluation rating under this factor.

Rating Methodology

The Government will evaluate the degree to which the offeror (and any proposed subcontractors) has successfully performed similar projects. Greater consideration will be given to projects that are similar in size, complexity, technical requirements, and environmental conditions to those described in the Statement of Work.

Projects involving gate operator replacement and maintenance in coastal, marine, or corrosive environments will be considered more relevant than projects performed in non-coastal environments.

Factor 3 – Maintenance and Service Capability

The Government will evaluate the offeror's capability to provide long-term maintenance and emergency support for the gate systems.

Evaluation considerations include:

AWARD SELECTION PROCESS

Award will be made in accordance with FAR Part 12 to the Offeror that provides the best value to the government based on price, technical, and past performance. This solicitation is not stating nor required to state the importance assigned to each evaluation factor and/or sub factor (FAR 12.203(c)(2)).

1. Price: A price evaluation will be performed to determine the reasonableness of the proposed price.

Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced.

Offerors are cautioned to distribute costs appropriately.

Technical: Written confirmation that company specializes in, or has sufficient documented direct experience in, providing all labor, material, tools, supervision and travel necessary to perform the service outlined, and in accordance with, the attached Statement of Work (SOW). 3. Past Performance: Complete Past Performance references as described in “TO SUBMIT AN

OFFER” section, that can confirm your company has successfully completed similar tasks outlined in the Statement of Work.

Quotes will receive a preliminary review to determine whether the quote contains sufficient information, as required by the solicitation, to allow the government to perform a meaningful evaluation. If the results of this preliminary review indicate that the quote lacks sufficient information to allow a meaningful evaluation to be conducted, the Contract Specialist/Contracting Officer may eliminate the quote from further evaluation and consideration for an award.

The government will evaluate quotes in groups of three (3), starting with the lowest priced quotes, proceeding upward, incrementally in price, until an awardee is selected. At that point, the evaluation process stops, and award will be made to the selected Offeror.

Option Contract language:

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. 52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires.
