All work must be completed within 60 days after Notice to Proceed, with the approved work schedule being Monday through Friday, 7 am to 5 pm. The place of performance is 501 Calle Norzagaray, San Juan, Puerto Rico, 00901.
The contractor must furnish and install all labor, materials, and equipment at no cost to the government, including stainless steel accessories. Deliverables include product submittals for COR approval before work begins, shop drawings showing layout and anchorage, operation and maintenance manuals, warranty documentation, training for park personnel (minimum one hour per gate), and extra maintenance materials. A mandatory safety plan must be submitted and approved before work commences, addressing physical and location hazards. The contractor is responsible for all travel expenses, traffic control, maintaining site security if gates are inoperable during off-hours, and restoring all affected areas to original condition. An optional five-year preventive maintenance and repair plan with monthly service visits may be exercised at the government's sole discretion, including emergency response within two hours and non-emergency response within one business day. The manufacturer must provide a two-year general warranty and 12 months of full maintenance service beginning at substantial completion, with quarterly exercising and routine preventive maintenance included.

BACKGROUND
These gates are used by visitors, staff and tours causing the gate operators to fail frequently. The gates are essential to separate vehicles and pedestrian traffic in San Juan National Historic Site.
If this condition is left unchecked, the existing condition of the gate operators will continue to deteriorate and could cause problems with visitors and employee safety, traffic flow, and access to these areas.
All the gates give access to facilities or parking lots essential to providing services to our visitors and maintaining the facilities. The park will contract Replacing the electrical gate operators due to accelerated wear caused by exposure to salt and corrosion, combined with continuous operation in a high-humidity, high-wind environment near the ocean which provide access to visitor and to employee parking areas. The existing gates operators are 7-8 years old and regularly fail due to mechanical failure. They require frequent repairs due to their condition. The existing gate operators will be replaced with similar gate operators.
OBJECTIVE:
The objective of this contract is to replace all vehicular gate systems, including gate assemblies and gate operators, at designated locations within San Juan National Historic Site, to restore safe, reliable, and compliant vehicular access control.
Specifically, the base scope of this contract includes the replacement of four (4) vehicular barrier arm gate systems (also referred to as Barrier Arm Operator), in-kind or better. The existing barrier arm gates and associated operators have reached the end of their service life and are no longer operating reliably. Additionally, this contract includes the replacement of two (2) electric slide gate operators, seven (7) swing gate operators (one per gate leaf). The existing slide and swing gate operators associated with these gates have also reached the end of their service life and are experiencing operational deficiencies.
San Juan National Historic Site is in a coastal, tropical environment characterized by high humidity, salt-laden air, and sustained winds. These environmental conditions accelerate corrosion and mechanical deterioration of gate systems, significantly reducing their expected service life. While such equipment is typically rated for an approximate 15-year lifespan, operational experience at the park demonstrates an effective service life of approximately 5–7 years under local environmental conditions, after which preventive maintenance frequency and repair costs increase substantially.

PERIOD OF PERFORMANCE:
All tasks and deliverables for this contract must be completed within 60 days after Notice to Proceed. Days listed herein refer to calendar days. The primary and approved work schedule is
Monday through Friday between the hours of 7 am to 5 pm. Any days or hours outside the primary work schedule will have to be requested in advance and approved by the COR in advance.
CONTRACT STRUCTURE
This acquisition is structured as follows:
• Base Requirement:
Replacement of existing gate operators at designated park entrances and exits, including all labor, materials, equipment, testing, and commissioning.
• Optional Requirements:
The Government may, at its sole discretion, exercise one or more optional requirements in accordance with FAR 17.2. Optional requirements include:
1. Additional gate operator substitutions at specified locations.
2. A five (5) year preventive maintenance and repair plan with monthly service visits.
The Contractor shall not perform any optional work unless authorized in writing by the Contracting Officer.
SCOPE:
The Contractor shall furnish and install new, commercial/industrial-grade gate operators to replace existing failed or failing units at designated park entrances and exits. All work shall be performed in-kind or better.
Gate operators shall be:
• Properly sized for gate type, length, weight, and wind exposure
• Some gates have magnetic sensors in ground to open the access point. (To be determined during site visit by contractor).
• Gate have reflective sensors attached as a safety measure to prevent accidental closures.
• Rated for high-cycle, continuous-duty operation
• Suitable for coastal environments with high humidity, salt exposure, and sustained winds
• Compatible with existing gate leaves, access controls, and safety devices
• Fully compliant with UL 325 and UL 991 standards
All equipment shall be new and shall incorporate corrosion-resistant materials and finishes suitable for a marine environment.
Current manufacturer is Lift Master.
Gate Inventory and Performance Requirements- The Contractor shall provide gate operators meeting the following minimum requirements:
A. Swing Gates – Main Entrance and Exit (Outworks)
• Quantity: Four (4) operators (two per bi-parting gate)
• Gate Type: Stainless steel swing gates
• Approximate Gate Leaf Length: 7 feet approximately
• Duty Cycle: High traffic, daily operation
• Environmental Exposure: Coastal, high wind
• Requirements:
o Heavy-duty commercial swing gate operators o Soft start/stop capability o Manual release for emergency operation o Corrosion-resistant housing and hardware B. Sliding Gate – Primary Vehicle Entrance and tour buses (Almendro)
• Quantity: One (1)
• Gate Type: Sliding Stainless Steel
• Gate Length: Approximately 25 feet
• Duty Cycle: High traffic, daily operation
• Usage: High vehicle volume
• Environmental Exposure: Sustained wind load
• Requirements:
• Industrial-grade slide gate operator

• Quantity: Two (2) operators (bi-parting gate)
• Gate Type: Stainless steel swing gates
• Approximate Gate Leaf Length: Approximately 7.75 feet

• Environmental Exposure: Coastal, high wind
• Requirements:
• Heavy-duty commercial swing gate operators
• Soft start/stop capability

• These two operators will need to be moved inside of the perimeter safety fence as they currently are at a safety risk being located on the exterior of the fenceline.
E. Swing Gates – Pedestrian Entrance and Golfcarts (SC Black Gate under ramp)
• Quantity: One (1) operator
• Gate Type: Stainless steel swing gate
• Approximate Gate Leaf Length: Approximately 6.42 feet
• Duty Cycle: High traffic, daily operation
• Environmental Exposure: Coastal, high wind
• Requirements:
• Heavy-duty commercial swing gate operators
• Soft start/stop capability
• Manual release for emergency operation
• Corrosion-resistant housing and hardware
F. Vehicular Barrier Arm Gate – Several Location High-Traffic, Coastal Environment Gate Type: Quantity: Four (4) operators
• Gate type: Vehicular Barrier Arm Gate Operator (also referred to as Barrier Arm
Operator)
• Approximate Gate Leaf Length: 15 feet approximately.
• Replacement operators and arms need to reach each of the access points completely. Contractor is responsible for measuring each area.
• Duty Cycle: High traffic, daily operation
• Environmental Exposure: Coastal, high wind, high traffic, marine environment
Requirements:
o UL 325 Class II, o Loop detection / motion sensor, o Soft stop, o Anti-tailgate, o Corrosion-resistant housing and hardware
All requirements described above constitute the base scope of work for this contract.
OPTIONS: PREVENTIVE MAINTENANCE AND ON-CALL REPAIR SERVICES FOR
GATE OPERATORS (UP TO FIVE YEARS):
The Government may, at its sole discretion, exercise an option for preventive maintenance and on-call repair services for the gate operators replaced under this contract. This option, if exercised, shall provide monthly preventive maintenance services for a period of up to five (5) years.
Preventive maintenance services shall include, at a minimum:
• Monthly inspection of gate operators, control panels, safety devices, and sensors
• Cleaning and corrosion mitigation that is appropriate for a coastal, high-wind, and high-salinity environment
• Adjustment, lubrication, and testing of mechanical and electrical components
• Functional testing of safety devices, including vehicle detection loops and motion or presence sensors
• Verification of proper opening, closing, and fail-safe operations
On-call repair services shall include:
• Emergency (gate inoperable, safety or access impact):
Response within two (2) hours
• Non-emergency malfunction:
Response within 1 business day
• Troubleshooting, adjustment, and minor repairs necessary to restore normal operation
• Replacement of consumable parts and minor components as defined in the maintenance plan
Detailed requirements and specifications:
A. The contractor shall provide traffic control (i.e. cones, flagman, signs, etc.) sufficient to prevent injury to personnel, damage to property, and allow for safe flow of traffic.
B. The contractor shall ensure that all areas contiguous to the work/maintenance site remain undisturbed or are returned to original condition and operation as soon as practical.
The Contractor shall submit a proposed preventive maintenance schedule and service plan for Government review and approval prior to the start of any option period.
Exercise of this option is contingent upon availability of funds and a written notice of option exercise issued by the Contracting Officer.
All maintenance activities shall be performed in a manner that protects historic fabric and character-defining features. No drilling, welding, or modification to historic materials shall occur without prior written approval from the COR.
TASKS:
Under this contract, the Contractor shall complete the following tasks and requirements for the replacement of four (4) existing vehicular barrier arm gate operators, in-kind or better, as well as the replacement of three (3) electric slide gate operators and six (6) swing gate operators. All work under this contract is limited to gate operators, control components, safety devices, and associated electrical and programming necessary to return the existing gates to full operational condition. At no cost to the government, the contractor shall provide materials, equipment, and labor to install the gate operators and associated components and make the gates fully operational. All accessories provided by the contractor for the installation of the gates below shall be stainless steel. The gates listed above shall be installed in the location of the existing gates. The existing gate arms, gate leaves, gate structures, posts, foundations, and fencing shall remain in place unless otherwise specifically identified in this Statement of Work.
The contractor shall provide a minimum of 250 mini universal remote controls for operating all the gates universally. Remotes will need to be able to be programmed for dual frequency, as some gates are within proximity of each other. Also, all the existing remotes shall be programmed to operate all the existing gates and new gates universally.
DELIVERABLES:
Before notice to proceed
• Provide product submittals for all equipment to be installed for approval by COR
• Provide Unit serial numbers, dimensions and weight.
• Provide product submittal for coastal corrosion protection
• Provide cabinet material, metal thickness, finishes, insulation, and accessories.
• Product Data: Equipment list, system description, electrical wiring diagrams for installation, and manufacturer’s data sheets on each product to be used, including:
1. Preparation instructions and recommendations.
2. Storage and handling requirements and recommendations.
3. Installation methods.
Shop Drawings: Submit shop drawings showing layout, profiles, and product components, including anchorage, edge conditions, and accessories.
1. Operation, installation, and maintenance manuals including wiring diagrams.
2. Risers, layouts, and special wiring diagrams showing any changes to standard drawings.
• Provide a written narrative summary of how the contractor will execute the project with a timeline. This document will be referred to as the implementation plan.
• Provide safety plan as identified in Section 9.
Before contract close out
• Provide one hard-bound copy of Operation and Maintenance (O&M) Manuals to the park for all equipment installed. O&M manuals are to include the manufacturer’s specifications and instructions for all new equipment.
• Provide one hard-bound copy of all warranty information for new equipment. Must include list of all model and serial numbers as applicable.
• Conduct at least one hour of training on new equipment and systems for park personnel for each gate.
• Provide Maintenance Materials - Furnish extra materials that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.
GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR
INFORMATION (GFP, GFM, GFE, OR GFI):

SAFETY
When working special attention should be given to good hygiene practices, proper use of personal protective equipment.
Physical hazards include slips, trips, and falls due to slippery and sloping surfaces; limited access and egress; corroded ladder rungs; and obstructions by piping and other structures. There is also the risk of receiving punctures and cuts from sharp edges.
Location hazards The location of this work may expose the contractor's personnel to high-heat and humidity. This contractor is to follow at a minimum all OHSA rules and procedures. Th
Safety Plan
A required safety plan must be submitted and approved before any work is to begin. This plan shall identify any hazards related to the work and provide measures to follow to mitigate risk.
The Contractor shall immediately report to the COR all accidents resulting in employee injury or death or damage to property while performing this contract.
The Park safety officer has the authority to issue restraint or cease-and-desist orders to the Contractor when violations or unsafe acts are present and threaten Government and Contractor employees or damage to Government property.
CULTURAL RESOURCES
An archeological monitor may be present at the work site. If archeological resources are damaged at the project site while the archeological monitor is present or absent, all work directly affecting the discovery must stop immediately, and the damage must be reported to the CO.
Contractor shall move on to work on other portions of the scope that do not directly affect the archaeological discovery with the approval of the COR.
SECURITY CONSIDERATIONS
The following mitigation measures shall be implemented to minimize the impacts of maintenance activities with:
The contractor is responsible for maintaining access controls during construction. If the gate is not operational during off hours, the contractor shall be responsible for providing security for the park.
During maintenance, area of work will be closed off to the public for safety. Entrance will be closed at the end of each service.
Site Access - Contractor properly identified employees will be the only ones allowed on site and shall follow federal code of conduct during work hours.
Maintenance zones shall be fenced with approved barrier fencing, plastic or portable fencing, before any activity. The fencing shall define the maintenance zone and confine activity to the minimum area required for it. Workers will be instructed to avoid conducting activities beyond the maintenance zone.
Parking of vehicles shall be limited to existing roads, in legally designated areas, and within approved staging area(s). Confine all operations to work limits of the maintenance site. Prevent damage to natural surroundings.
TRAVEL:
Contractor shall be responsible for all travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.
SPECIAL MATERIAL REQUIREMENTS:
N/A.
OTHER UNIQUE REQUIREMENTS AND CONSIDERATIONS:
At all times during construction adequate Traffic on Park Roads must be maintained. The park roads must be clear and available to the public, Government employees, and emergency vehicles at all times.
The contractor shall take any necessary precautions to protect and preserve all-natural resources, cultural resources and all historic fabric, materials and structures that are in the park.
The Contractor is strongly encouraged to minimize waste by recycling or salvaging as much non-hazardous demolition waste as possible.
Hauling Restrictions - Follow all legal load restrictions in the hauling of materials. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent.
Remove grease, dirt, stains, foreign materials, and labels from finished surfaces
QUALITY ASSURANCE REQUIREMENT:
The government will periodically evaluate the contractor’s performance in accordance with the statement of work. All new equipment must conform to the manufacturer’s instructions and guidelines for installation and start-up. The manufacturer and installer must:
1. Manufacturer Qualifications: ISO 9001 Certified Manufacturer.
2. Warranty - Manufacturer’s General Warranty:
a) Warranty Period: 2 years.
3. Installer Qualifications: Installation performed by factory authorized contractors specifically trained in gate operation systems of the type found within this section.
a) Provide documentation on maintenance and repair service availability for emergency conditions.
b) Provide quarterly maintenance for one year following Substantial Completion of the Project.
4. Maintenance and Service Warranty: Beginning at Substantial Completion, provide 12 months' full maintenance by skilled employees of the manufacturer's designated service organization. Include quarterly exercising to check for proper, starting, load transfer, and running under load. Include routine preventive maintenance as recommended by manufacturers and adjusting as required for proper operation. Provide parts and supplies as used in the manufacture and installation of original equipment.
a) General Warranty: The special warranty specified in this Article shall not deprive the Owner of other rights the Owner may have under other provisions of the Contract Documents and shall be in addition to, and run concurrent with, other warranties made by the Contractor under requirements of the Contract Documents.
b) Special Warranty: Submit a written warranty signed by Contractor and manufacturer, with single-source responsibility for engine generator and auxiliary components, agreeing to repair or replace items that do not meet requirements or that deteriorate as defined in this Section within the specified warranty period.
While performing work, the contractor shall comply with the latest applicable versions of the following:
1. National Electrical Manufacturers Association (NEMA): NEMA ICS 6 - Industrial Control and Systems: Enclosures.
2. Underwriters Laboratories (UL): UL 325 - Standard for Safety for Door, Drapery, Gate, Louver, and Window Operators and Systems.
3. Underwriters Laboratories (UL): UL 991 - Standard for Tests for Safety-Related Controls Employing Solid-State Devices.
4. International Organization for Standardization: ISO 9001 - Quality Management Systems.
Additional Requirements:
1. All affected areas must be restored to their original condition from before the work began. Any damages will be fixed and repaired at no cost to the government.
2. All new equipment must conform to the manufacturer’s instructions and guidelines.
