About this opportunity

The Department of State is seeking a firm fixed-price contract for replacing deteriorated domestic hot water supply and return copper pipes in the Chief of Mission Residence (CMR) attic at the U.S. Embassy in Tokyo, Japan. The solicitation requires contractors to replace existing hot water piping using Aluminum Reinforced Polyethylene piping, install new bronze gate valves, and perform comprehensive leak testing and system validation. All contractors must be registered in the System for Award Management (SAM) database and will be evaluated on a lowest-priced, technically acceptable basis. A mandatory pre-quotation conference is scheduled for March 18, 2025, with quotation submissions due by April 1, 2025, at 12:00 noon Japan Standard Time. Electronic submissions are permitted, with a file size limit of 15MB per email, and contractors must provide proof of insurance and comply with local safety standards.

The contract opportunity is not set aside for any specific business category and is open to all responsible sources. The anticipated contract value ranges between $25,000 and $100,000, with a 30-calendar day completion timeline. Work will be performed at the U.S. Embassy Tokyo located at 1-10-5 Akasaka, Minato-ku, Tokyo, with strict work constraints including a maximum 7-hour daily water shutdown and permitted work hours from 08:00 to 18:00. Contractor access is contingent on Regional Security Office background checks, and work scheduling is highly dependent on the Ambassador's presence and embassy events. The existing hot water piping, last updated in 1995, will be replaced using specialized techniques like pipe freezing, with the contractor responsible for off-site material disposal and providing a one-year warranty on workmanship and the completed system.
