About this file

This document is an Amendment (A0001) to a Request for Quotations (RFQ) 19JA8025Q0009 for replacing deteriorated domestic hot water supply and return piping at the U.S. Ambassador's Residence in Tokyo, Japan. The amendment modifies two key sections of the original Statement of Work: revising technical provisions related to preparation, job site conditions, removal work, hot water pipes, and testing/operation, and incorporating CMR Attic Photos as Attachment I-3 to the RFQ.

The technical modifications provide detailed instructions for the contractor, including using a "Deep Freeze" method to isolate hot water pipes, replacing drain valves, installing new gate valves, and using Aluminum Reinforced Polyethylene piping with specific installation requirements. The work involves carefully replacing pipes to minimize hot water interruptions, with specific guidance on pipe measurement, insulation, connection methods, and testing. The contractor must work during specified hours (08:30-17:30, Monday-Friday), and will be responsible for careful material handling, pipe replacement, and providing a one-year warranty on workmanship and end product.

3.1.2 To isolate the hot water supply and return pipe, a “Deep Freeze” method should be applied initially at the Attic slab penetration on both supply and return. After the deep freeze “Ice Plug” is confirmed OK, then drain out the hot water. The Contractor shall add a new Gate Valve (JIS 10K) for the Supply and Return Piping. Please refer to the attached drawing for the location of the each pipe replacement. The Contractor is responsible for accurately measuring each location for the length and diameter of the required pipe.

The Contractor shall install this piping system in strict accordance with the manufacturer’s installation manual. The thermal Insulation for the pipe sizes 25A – 50A shall be 30 mm polyethylene foam type that are factory applied with the piping. All joints shall be properly treated and sealed air tight in accordance with the manufacturer’s instructions. Thermal Insulation joints abutting with the new and the existing glass wool shall be treated properly and made air tight.

3.2.2 The new Drain Valve/Air Release Valve shall be bronze body Gate Valve, Class 10K, conforming to JIS B 2011, KITZ Keepaloy (lead-free) Type, Model LN, Threaded Ends, with a plug on the end.

Basically, install in a same manner as the existing.

3.2.3 Leak check, including air purge, flushing of the rust chips and rusty water shall be performed upon completion of the installation.

3.3 Testing and Operation:

The Contractor shall perform operation leak test of the piping and valve joints, as well as valve operation.

Install a plug on the drain/air release valve upon confirmation of ‘No Leak’. If any leak occurs, the Contractor shall make all necessary repairs immediately. Any air shall be purged appropriately.
