About this opportunity

The Department of the Air Force Air Education and Training Command is soliciting sealed bids for replacement of AAS BAK-15 aircraft arresting system controls at Columbus Air Force Base, Mississippi, with proposals due September 3, 2026 at 2:00 p.m. CDT (extended by Amendment 1 from August 24). This is a total small business set-aside under NAICS 238210, Electrical Contractors and Other Wiring Installation Contractors.

Place of performance is Columbus, Mississippi 39710. The contractor must replace the existing radio signal-controlled system with a modern fiber-controlled hardwire control system, including demolition of existing controls, power service, and radio components at two BAK-15 barriers, two Runway Supervisory Units, and the Air Control Tower; furnishing and installation of new electrical service, enclosures, programmable logic controllers compatible with existing mechanical components and sensors, battery backup systems, and fiber terminations between all three locations; and new control panels at each location with LED indicator lights. The system must raise barriers in under 10 seconds and function without internet connectivity. Performance period is 210 calendar days from Notice to Proceed, with work required after hours to avoid mission disruption. Design submissions are required at 35%, 65%, 95%, and 100% completion stages with 21-day Government review periods between submissions. The contractor must maintain a Quality Control Plan, provide qualified project management personnel, and submit monthly progress reports. Standard one-year warranty and operations and maintenance manuals are required.

The estimated magnitude is between $500,000 and $1,000,000. Award will be made on a firm fixed-price basis to the lowest price technically acceptable offeror. Evaluation criteria include price completeness and reasonableness, technical acceptability, and past performance within the last three years. Performance and payment bonds are required within 10 days of award. All contractors must complete CUI training, sign and return the MFR Contractor CUI Training Acknowledgment, and request access to locked documents through SAM.gov. A site visit is scheduled for August 4, 2026 at 9:00 a.m. CST at Columbus AFB's Visitors Center; registration is required by July 29, 2026. All attendees must bring REAL-ID-compliant photo identification. Requests for Information were due August 10, 2026; RFI answers and the site visit sign-in sheet have been posted.
