About this opportunity
The U.S. Embassy in Singapore is seeking a qualified electrical contractor to replace a 22kV High Tension (HT) panel charger, backup battery system, and perform partial discharge testing on two transformers. The Department of State has issued a Request for Quotes (RFQ) under solicitation number 19SN1025Q0023, targeting electrical contractors specializing in complex electrical infrastructure replacement. The procurement requires the successful bidder to supply and install a new single-phase HT panel charger with specific technical specifications, replace ten 12V, 40.0Ah rechargeable batteries, and conduct comprehensive transformer testing. The government intends to award the contract to the lowest-priced, acceptable, and responsible offeror, potentially without further discussions. Prospective contractors must be registered in the System for Award Management (SAM) and submit their electronic quotations to SGProcurementRFQ@state.gov by June 9, 2025, at 4:30 PM local time, with all documentation completed in English.
The solicitation is not set aside for any specific business category and will be open to all qualified electrical contractors. The place of performance is located in the Central Area of Singapore at the U.S. Embassy compound. While specific budget details are not disclosed, the project is scheduled for implementation on March 26, 2025, with a minimum one-year warranty required for the charger panel and batteries. The contractor must be a registered electrical work company in Singapore and provide a competent safety supervisor, demonstrating comprehensive understanding of both local and U.S. safety standards. Additional requirements include providing daily safety briefings, using appropriate personal protective equipment, and maintaining a standby engineer for 30 days after project completion. The scope of work involves not just equipment replacement, but also includes comprehensive documentation like as-built drawings, factory test reports, and manufacturer's certificates.
