About this opportunity
The U.S. Department of Agriculture Agricultural Research Service seeks repair and replacement of a low water crossing at its Grazinglands Research Laboratory in El Reno, Oklahoma, with quotations due September 23, 2026 at 1700 hours local time. This is a Total Small Business Set-Aside; the small business size standard is $45 million.
Place of performance is El Reno, Oklahoma. The NAICS code is 237310, Highway, Street, and Bridge Construction; PSC code is Y1LB.
Work includes demolition of the existing low water crossing, construction of a new embankment across a drainage swale with 4' × 12' precast concrete box culvert sections (or cast-in-place concrete box structures per ODOT CIP 4x12 standard as acceptable alternative), installation of a new concrete driving surface atop the embankment, gravel roadway connection to existing roads, and placement of 24 inches of rip-rap revetment along slopes and channel. Period of performance is 365 consecutive calendar days from Notice to Proceed. Contractor must provide detailed construction schedules within 14 days of contract award, with monthly updates for Contracting Officer approval. A one-year warranty applies to all work.
Contractor must submit a site-specific Safety Plan addressing OSHA compliance, designate qualified Competent Persons for high-risk activities, and maintain daily quality control records. Construction waste management requires minimum 10 percent landfill diversion. Contractor personnel must wear identification badges and comply with ARS security procedures during normal business hours (7 a.m. to 4 p.m., Monday–Friday) unless prior approval obtained for extended hours. Vehicle access requires 24-hour advance authorization.
A mandatory site visit is scheduled for September 8, 2026 at 10:00 a.m. Central Time, with RSVP required by September 4. All questions must be submitted by September 10. Amendment 0002 (effective September 11, 2026) provides Questions and Answers and Attachment 5 for ODOT CIP 4x12 specifications.
Award will be made using lowest price technically acceptable evaluation; only the lowest-priced quote will be evaluated for technical acceptability initially. Technical acceptability requires an "acceptable" rating based on sound approach, compliance with requirements, and demonstrated understanding. Past performance must be acceptable or neutral; negative past performance disqualifies offerors. Quotation must include three relevant projects completed within the past five years and past performance information from three relevant projects.
For proposals below $150,000, no bid guarantee is required. Proposals above $150,000 require a bid guarantee of 20 percent of proposed price, not to exceed $3 million. Awards exceeding $35,000 require a Payment Bond (SF 25A); awards exceeding $150,000 require both Payment and Performance Bonds (SF 25), due within 10 days of award notification. Progress payments authorized monthly upon submission of properly documented requests; retainage does not exceed 10 percent if satisfactory progress is achieved. Payment via electronic funds transfer.
Davis-Bacon prevailing wage rates apply for the six Oklahoma counties specified in General Decision Number OK20260022 (effective May 18, 2026), including one hour of paid sick leave per 30 hours worked and a minimum wage of $13.65 per hour through December 31, 2026.
