About this opportunity

The Department of the Army National Guard, acting through the 126th Air Refueling Wing at Scott Air Force Base, seeks quotes for campus-wide window re-caulking and repair, with proposals due August 14, 2026. This procurement is a Total Small Business set-aside under NAICS 236220 with a small business size standard of 1,250 employees.

Place of performance is Scott Air Force Base, Illinois, specifically buildings on the 126 Air Refueling Wing campus. Work includes replacing 1-3/4" weather-stripping on Kawneer casement windows across twelve buildings (approximately 500 units ranging from 18x18 inches to 20 feet x 9 feet), replacing 1/2" weather-stripping on windows in six additional buildings (approximately 75 units), and repairing perimeter caulking with Tremco Butyl caulking in Dark Bronze color. The period of performance is estimated at 120 calendar days following award, with work conducted Monday through Friday, 7:30 A.M. to 4:30 P.M., excluding federal holidays and compressed schedule down days.

The estimated project value ranges between $100,000 and $250,000. Construction Wage Rate Requirements apply per Wage Determination IL20260007. Bonding depends on final contract value: Payment Bond for contracts $35,000–$150,000; both Performance and Payment Bonds (SF 25 and SF 25A) for contracts exceeding $150,000, with bonds due within 10 calendar days of award. All contractor employees must complete Antiterrorism Awareness Level I training within 10 calendar days of contract start and comply with base access and security requirements.

Evaluation weighs Technical Capability/Experience and Past Performance approximately equally against Price. Vendors attending the mandatory site visit on July 23, 2026 (already conducted) receive a technical rating boost. Quotes must include completed pricing sheet, on-site supervisor resume (maximum 2 pages), technical narrative with proposed schedule, subcontractor information, and responses to certifications. The offer price is firm for 60 calendar days from submission. Amendment 0002 was posted July 31, 2026; vendors must acknowledge all amendments in quote submission.
