About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a design-build contractor to repair the Wakaba Child Development Center (CDC) through a comprehensive renovation project. The work will be completed in two phases, with Phase I focusing on building B131 including elastomeric roof recoating, replacement of exterior door fixtures and frames, ceiling tiles, float glass conversion to tempered glass, wall and countertop repainting, FRP wainscot installation, plumbing fixture replacements, HVAC ductwork cleaning, and light fixture replacement. Phase II will address the main building B132 with similar exterior and interior improvements, plus specialized work including replacement of adult toilets with child-sized units in the Children Activity Room, kitchen grease duct repairs to address Fire Safety Deficiencies, and replacement of HVAC components nearing end of service life such as condensers, chillers, boilers, and water circulating pumps. The project must integrate sustainable principles and life cycle cost-effective practices in accordance with UFC 1-200-02 High Performance and Sustainable Building Requirements. The pre-solicitation notice was posted on June 16, 2025, with responses due by June 30, 2025.

This opportunity carries no set-aside designation and falls under NAICS code 236220 for Commercial and Institutional Building Construction. The project requires coordination with the 718th Civil Engineer Squadron for on-site safety requirements and cannot commence construction activities until approval of the Environmental Protection Plan and AF Form 103 work clearance. Asbestos-containing materials were found only in wall mortar, requiring appropriate protective equipment when disturbing mortar but no formal abatement procedures. The contractor will need to manage phased construction with Phase II potentially requiring additional sub-phases beyond the main building work. No incumbent contractor, specific award values, or detailed timeline beyond the phasing structure were identified in this pre-solicitation notice. The work scope suggests a substantial renovation project given the comprehensive nature of both interior and exterior improvements across multiple building systems.
