About this opportunity

The Department of the Air Force Pacific Air Forces is seeking design-build repair services for the Wakaba Child Development Center (CDC) through a two-phase construction project. The work encompasses comprehensive building repairs and upgrades including roof recoating with elastomeric materials, replacement of exterior door fixtures and frames, conversion of all float glass to tempered glass, interior repainting, installation of fiberglass reinforced panel wainscoting, and extensive HVAC system maintenance and component replacement. Phase I focuses on building B131 while Phase II addresses the main building B132, with the latter potentially requiring additional phasing beyond the initial two phases. The project includes specialized work such as replacing adult-size toilets with child-appropriate fixtures in the Children Activity Room and repairing kitchen grease ducts to address Fire Safety Deficiencies. Asbestos-containing materials were identified in wall mortar, requiring workers to use appropriate protective equipment when disturbing these materials, though no formal abatement is necessary. This pre-solicitation notice was posted on June 16, 2025, with a response deadline of June 30, 2025.

This opportunity does not include any set-aside designations and will be open to all qualified contractors. The contract falls under NAICS code 236220 for Commercial and Institutional Building Construction and PSC code Z2JZ for Repair or Alteration of Miscellaneous Buildings. No incumbent contractors, specific award values, or budget ranges are identified in the pre-solicitation notice. The project involves two primary buildings (B131 and B132) with Phase I dedicated to the addition building and Phase II addressing the main facility. The notice does not specify exact timelines for completion of each phase, though it indicates that Phase II may require additional phasing beyond the standard two-phase approach. The scope suggests a substantial renovation project given the comprehensive nature of repairs spanning roofing, HVAC systems, plumbing fixtures, safety compliance, and structural elements.
