About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a contractor to repair four restrooms in Building 95 for the 18th Contracting Squadron located in Japan. The project requires comprehensive renovation services including architectural, mechanical, electrical, and plumbing system upgrades, with a focus on creating accessible facilities that meet federal and Department of Defense standards. Contractors must provide all necessary labor, materials, equipment, and design solutions to fully restore the restroom facilities. The project also involves critical hazardous materials management, including potential asbestos and lead-based paint abatement, which will require detailed sampling, analysis, and approved hazardous material handling plans. The pre-solicitation notice indicates a tight response window, with proposals due by April 2, 2025, and contractors must demonstrate compliance with US federal, Department of Defense, Air Force, and local Japanese regulatory requirements.

The contract opportunity is designated as a Local Area Set-Aside and falls under the Commercial and Institutional Building Construction NAICS category (236220). While specific award value is not disclosed, the comprehensive nature of the renovation suggests a significant scope of work involving complete interior reconfiguration, including replacement of ceiling, wall, and flooring materials, doors, windows, vanities, plumbing fixtures, electrical systems, and installation of temporary bathroom facilities during construction. The project requires extensive technical expertise in building renovation, hazardous materials management, and accessibility design, with a particular emphasis on creating wheelchair-accessible spaces and ensuring all work meets stringent federal and military construction standards. Contractors will need to submit detailed sampling plans, obtain approvals for hazardous material handling, and demonstrate capability to execute a complex, multi-system renovation project in a military facility.
