About this opportunity

The U.S. Coast Guard seeks repair and replacement of Aids to Navigation (ATON) structures at Base Tongue Point/Columbia River in Astoria, Oregon, with bids due August 7, 2026 at 1:00 PM PST. This is a Total Small Business set-aside, requiring bidders to be registered and in good standing on SAM.gov as qualified small business contractors.

Place of performance is Astoria, Oregon. Work includes standard ATON maintenance (removals, replacements, repairs of damaged structures), ATON structure fabrication, and geodetic surveying of completed range structures. All in-water work must be completed within the Columbia River work window of November 1, 2026 through February 28, 2027. The procurement estimate is between $1,000,000 and $5,000,000, awarded as a single Firm Fixed Price contract.

Bids must be submitted electronically through DoD SAFE between July 20 and August 7, 2026. The government continues to furnish only dayboards and ATON lights/lanterns. Contractor must provide all supervision, labor, materials, equipment, and personnel, with all mobilization and demobilization costs included in pricing. Prevailing wage rates per Davis-Bacon apply; compliance with Marine Mammal Protection Act monitoring, environmental protection (ESA-listed species, eelgrass habitat), and archaeological discovery protocols required.
