About this file

This is Amendment No. 0003 to Solicitation 70Z08826B0030252 issued by the U.S. Coast Guard, CEU Oakland on July 29, 2026, for FY26 Repair & Replace ATON (Aids to Navigation) at Base Tongue Point/Columbia River in Astoria, Oregon.

The amendment modifies Paragraph 1.16 of the Specifications to shift material sourcing responsibility from Government Furnished Material (GFM) to Contractor Furnished Material (CFM). The contractor is now responsible for procuring, handling, storage, transportation, and delivery of ATON Platforms & Headers (Reduced Headers, 5'x5' baskets, and 7'x7' baskets/platforms in aluminum or steel); Ladders and Ladder Extensions (7' steel ladder sections, extensions, and brackets with all connecting hardware); and Lantern Stands. The Government will continue furnishing only Dayboards and ATON Lights/Lanterns as GFM. The contractor must assume responsibility for material quantities previously identified as GFM, with an updated list attached as Amendment 03A. The contractor remains responsible for ensuring exact quantities procured meet requirements for full execution of the construction schedule. The amendment also provides answers to RFI Questions 2-13, clarifying that 7x7 baskets are platforms for single and 3-pile structures (not 4-pile), correcting errors in the original GFM list, and directing contractors to specific drawings for technical details such as Range Frame Extension Brackets (Drawings 12.1-12.4) and light mounting on 4-pile towers (Drawing 9.1). Amendment 03B provides a list of 9 CFM drawings. All other terms and conditions remain unchanged.
