About this opportunity

The National Institute of Standards and Technology (NIST), under the Department of Commerce, has issued a Special Notice for the repair and service of a Spectro ARCOS Inductively Coupled Plasma - Optical Emission Spectrometry (ICP-OES) Analyzer located in their Materials Measurement Laboratory, Chemical Sciences Division. The equipment in question is a specific unit with serial number 128163/09 that requires specialized maintenance and repair services. NIST posted this notice on August 4, 2025, with responses due by August 18, 2025. The acquisition falls under NAICS code 336412 (Aircraft Engine and Engine Parts Manufacturing) and PSC code 6640 (Laboratory Equipment and Supplies). This opportunity is structured as a Special Notice with no set-aside designation.

The purpose of this Special Notice is to inform the contractor community that NIST intends to award a sole-source contract to AMETEK, INC for the repair and service of the specialized analytical equipment. SPECTRO Analytical Instruments Inc., which is a wholly owned subsidiary of AMETEK, has indicated in writing to NIST that they are the sole authorized service provider for this equipment, and that any service performed by unauthorized parties would void warranties and is not sanctioned by the manufacturer. The contracting officer plans to proceed with a noncompetitive solicitation under the authority of FAR 13.106-1(b)(1)(i), citing the proprietary nature of SPECTRO products and the manufacturer's policy of not contracting with third-party service providers. Contractors have until August 18, 2025, to respond to this notice, though the agency has already indicated its intention to proceed with the sole-source award to AMETEK based on the unique technical requirements and manufacturer restrictions.
