About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting quotations for the evaluation, repair, and testing of 28 power supply assemblies (NSN 4Y-6130-01-078-3802) in support of the TRIPER program for Ohio-class submarines. This is a sole-source procurement under FAR 6.302-1, with the Government utilizing manufacturer direct acquisition authority due to data rights restrictions that make reverse engineering and purchasing additional data sources uneconomical. The contract requires all assemblies to be repaired to "A" condition in accordance with SUBMEPP Refurbishment Instruction NO. 4330-012-0002 Rev D Chg 2, and contractors must submit multiple inspection and compliance reports including Receipt Inspection Reports, Refurbishment Inspection Reports, Test Inspection Reports, and Final Inspection Reports. The contract is structured as a Firm Fixed Price type with DX priority rating under the Defense Priorities and Allocation System. The solicitation was posted on January 8, 2026, with a closing date for quotations on January 18, 2026.

This procurement includes no set-aside designations and represents a direct source award to the original manufacturer. Sixteen units are designated for delivery to Silverdale, Washington, while twelve units are to be delivered to the Trident Refit Facility in Kings Bay, Georgia. The contract performance period extends 365 calendar days from the lead time event, with all delivery obligations and reporting requirements to be completed within this timeframe. Contractors must comply with specific packaging, marking, transportation requirements, and commercial asset visibility tracking procedures. The specific dollar value and incumbent contractor information are not disclosed in the solicitation materials, though interested offerors should prepare comprehensive quotations addressing all technical and administrative requirements outlined in the Request for Quotation.
