About this opportunity

The United States Coast Guard is seeking contractors to provide repair services for Modulating Valves (NSN 2995-01-159-4660, P/N 3214072-3) used on MH-60T aircraft through an Indefinite Delivery Requirements contract with firm-fixed pricing. This solicitation (70Z03825QJ0000266) requires contractors to evaluate, repair, and return approximately 175 valves in airworthy condition while maintaining Original Equipment Manufacturer certification and accounting for potential saltwater corrosion damage. Qualified contractors must demonstrate expertise in aircraft component repair, provide comprehensive documentation including Component Repair Records and failure data reports, and comply with FAA procedures and quality control measures including potential ISO 9001-2000 certification. The evaluation will focus on the contractor's technical capabilities, repair processes, and ability to meet stringent aviation safety and documentation requirements. Quotes must be submitted via email to Steven.A.Levie@uscg.mil by June 3, 2025, at 2:00 PM Eastern Daylight Time, with the solicitation number included in the subject line.

This is an unrestricted procurement with no set-aside designation, allowing all responsible sources to submit quotations under the small business size standard of $40 million. The contract structure includes a one-year base period with an estimated 25 valve repairs, followed by four potential one-year option periods with increasing quantities up to 45 repairs in the final option period, for a total contract duration not exceeding five years. Task orders will be issued as repairs are required and funds are available, with repair quantities escalating across the contract periods to accommodate the Coast Guard's operational needs. Work will be performed across multiple states as evidenced by the wage determinations provided for Arizona, Connecticut, Florida, Oklahoma, and Wisconsin, indicating geographically distributed repair activities. The contractor must handle components that may require Beyond Economical Repair determinations and provide test and evaluation services as part of the comprehensive repair program.
