About this opportunity
The U.S. Coast Guard is seeking repair services for three Enhanced Digital Engine Control Units (EDECU) with part number 116007-05C5-17 and NSN 2995-01-680-3143 used on MH-60T aircraft. This Request for Quotation (RFQ 70Z03825QJ0000437) requires comprehensive repair services including teardown, test and evaluation, actual repair work, and provisions for beyond economic repair scenarios for components that may have saltwater corrosion damage. All repairs must be performed by the Original Equipment Manufacturer (OEM) or an OEM-authorized repair facility, with parts requiring Federal Aviation Administration approval to ensure aircrew safety and airworthiness. The evaluation will be conducted on a lowest price technically acceptable basis, with offerors required to demonstrate technical acceptability through submission of repair turnaround times, FAA 145 or EASA certification, proof of OEM authorization, and certificates of conformance. The solicitation deadline has been extended multiple times and currently expires on October 17, 2025, at 2:00 PM EDT.
This procurement is unrestricted with no set-aside designation and has a small business size standard of $40 million under NAICS code 488190. Triumph Engine Control Systems, LLC (CAGE Code 11599) is identified as the Original Equipment Manufacturer and is expected to receive a sole source award based on their unique technical capabilities and ownership of all specifications and drawings required for repair. The government anticipates awarding a firm-fixed price purchase order for these critical aircraft maintenance components. The repair work will be performed at the contractor's facility, with the Coast Guard's Aviation Logistics Center in Elizabeth City, North Carolina serving as the government point of contact. The components require restoration to Ready For Issue condition following OEM specifications and FAA corrosion control guidelines, with pricing to be provided across three service categories: teardown/evaluation, repair, and scrap processing.
