About this opportunity
The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) Veterinary Services is seeking contractors to repair storm-damaged roofs on cattle dip vats and holding pens located in Zapata County, Texas. This construction project directly supports APHIS's Cattle Fever Tick Eradication Program (CFTEP), which is responsible for controlling the spread of Cattle Fever Ticks that can infect cattle with bovine babesiosis and negatively impact the cattle industry through ranch infestations. The dip vats serve as a critical means of controlling tick infestation on cattle, white-tailed deer, and exotic ungulates including nilgai antelope. The work falls under NAICS code 238160 for roofing contractors and PSC code Y1PZ for construction of other non-building facilities. The full solicitation and related procurement documents will be made available on SAM on or around July 21, 2025, and interested parties must monitor the site for any amendments. Questions regarding this procurement should be directed to Jim Roloff, the contracting officer, at james.g.roloff@usda.gov.
This opportunity is designated as a Total Small Business set-aside, restricting participation to small business firms only under the small business size standard of $19 million for the applicable NAICS code. The estimated project value ranges between $25,000 and $100,000, representing a relatively modest construction contract. No incumbent contractors or current service providers are identified in the pre-solicitation notice. The procurement focuses specifically on roof repair work rather than new construction, indicating a maintenance and restoration scope of work. The geographic concentration in Zapata County, Texas, suggests contractors will need to demonstrate capability to perform work in this specific regional location. The timing of the solicitation release around July 21, 2025, provides interested small businesses with advance notice to prepare their proposals and gather necessary project information.

Background:
APHIS’s Cattle Fever Tick Eradication Program (CFTEP) is charged with controlling the spread of Cattle Fever Ticks (CFT) that can infect cattle with bovine babesiosis.
