About this opportunity
The U.S. Coast Guard seeks repair of APS-143 radar components for HC-144 Maritime Patrol Aircraft, with proposals due October 2, 2026, as amended by Amendment 02 which extended the closing date 60 days at the sole source vendor's request. The procurement is a sole source anticipated award to Telephonics Corporation (CAGE Code 64694), the Original Equipment Manufacturer, under 10 U.S.C. 3204(a)(1) based on proprietary technical data and refusal by the OEM to release drawings, specifications, manuals, and service bulletins to competitors. A Sources Sought Notice posted December 3, 2025, received no responses.
Place of performance is Elizabeth City, North Carolina. The contract will be firm-fixed price with a one-year base ordering period and four one-year renewal options for a maximum five-year duration. The contractor must hold current FAA 145 certification as an authorized repair center. Any vendor other than the OEM or Production Approval Holder must perform at least 50 percent of work at its FAA-certified facility. All repairs must return components to Ready for Issue condition per OEM specifications and FAA Advisory Circular 43-205, including environmental cleaning to remove hexavaliant chromium, cadmium, and lead. Repair Turn Around Time consists of a 30-calendar-day evaluation phase and a 60-calendar-day repair phase, excluding delays from parts unavailability. The contractor must furnish a Certificate of Conformance per FAR clause 52.246-15, maintain a Component Repair Record for each unit, and participate in weekly status meetings with Coast Guard personnel. Delivery is required within 120 days after receipt of order. The NAICS code is 488190. Technical acceptability is the primary evaluation criterion; pricing is evaluated on a fixed-price basis to determine fair and reasonableness, with lowest technically acceptable offer representing best value. Wage Determination 2015-4157 (NY, Revision 31) applies.
