About this opportunity
The United States Coast Guard is soliciting quotations for repair and overhaul services of actuator components for HC-144 aircraft under Request for Quotation (RFQ) number 70Z03826QL0000028. The procurement seeks repair of one Actuator (Part Number 2A7213E, NSN 1680-01-HS3-4459) and two Actuator Rudder Trim units (Part Number 2A7213D, NSN 1680-01-HS2-0049). Qualified contractors must be FAA Part 145 certified repair facilities capable of performing at least 50 percent of the work at their certified location, and must comply with Original Equipment Manufacturer (OEM) specifications and Component Maintenance Manuals, including ISO 9000 quality standards. Pricing will be evaluated for fairness and reasonableness, with contractors required to submit a Certificate of Conformance and a Teardown and Inspection Report. The solicitation was posted on January 7, 2026, with quotations due by January 12, 2026, providing a five-day response window.
This procurement carries no small business set-aside designation and is anticipated to be awarded on a sole-source basis to Airbus DS Military (CAGE Code: 0DAF1), as documented in the Justification for Other Than Full and Open Competition. The Coast Guard justifies the sole-source award based on the unique, flight-critical nature of the components and Airbus DS Military's exclusive ownership of the technical data, specifications, and drawing rights necessary for proper repair. Contractors must ensure clear traceability of all items to the OEM and deliver repaired components within 90 days after receipt of order, with an initial inspection and reporting requirement within 14 days. No specific budget range is disclosed in the solicitation, and the repair work will be performed at the contractor's FAA-certified facility, with invoices submitted electronically to the USCG Aviation Logistics Center in Elizabeth City, North Carolina.
