About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa is procuring design-build services to repair plumbing and HVAC systems in 10 military family housing units at Moron Air Base in Spain under solicitation FA5575-25-B0013. This procurement follows a two-step sealed bidding process where contractors must first submit technical proposals demonstrating their capabilities in seven key areas including A-E design capabilities, economic and financial solvency, refrigerant handling certifications, subcontractor agreements, organizational charts, key staff qualifications, and past project experience. The work involves comprehensive system replacements including new underground water distribution lines, interior plumbing, solar water heaters, and 60 BTU ducted split heat pump units across three housing types (A3, D2, and D4). Technical proposals must be submitted in English without pricing information by July 29, 2025, at 10:00 hours local time via email to the contracting team. Only offerors with acceptable technical proposals will be invited to submit sealed price bids in the second step, with evaluation based solely on technical merit and compliance with Spanish, US, and NATO regulations.
This opportunity does not utilize any set-aside designations and no incumbent contractors are identified in the solicitation documents. The project encompasses a total performance period of 400 calendar days structured in two phases covering both design and construction activities. The work will be performed at military family housing facilities located on Carretera de Morón-Sevilla, kilómetro 14, in Sevilla, Spain. The scope includes complete demolition of existing plumbing and HVAC systems, installation of new components, architectural restoration, electrical work, and comprehensive system testing across the 10 housing units. Contractors must provide detailed design submissions at 35%, 65-95%, and 100% completion stages with comprehensive documentation including technical specifications, drawings, cost estimates, and Spanish translations. The solicitation includes a blank contractor cost estimate template suggesting the government has established budget parameters, though specific award values are not disclosed in the technical proposal phase.
