About this opportunity
The Department of the Air Force Air Mobility Command seeks sealed bids for repair of the intersection of Runways 03-21 and 15-33 at Joint Base Charleston Air Base, South Carolina, with proposals due June 18, 2026 at 12:00 PM EST. No set-aside applies.
Place of performance is Joint Base Charleston, SC. The work requires removal and replacement of 136 individual rigid pavement panels measuring 25 feet wide by 25 feet long by 24 inches deep at the runway intersection. All work must be performed during nightly runway closures between 2300 and 0700 hours Thursday through Monday, with the runway reopened for daily aircraft traffic each morning. The contractor must construct permanent panels from fast-setting concrete achieving aircraft-traffic-ready strength within 3–4 hours, utilizing volumetric mixers capable of placing a minimum of 50 cubic yards per night and specialized sawing and removal equipment for 24-inch pavement. Ancillary work includes milling and overlay of asphalt shoulders, installation of new runway centerline and edge lighting, runway markings, pavement grinding, and pavement grooving.
The contractor must provide a qualified superintendent with minimum 10 years' experience, site safety and health officer, quality control manager, environmental manager, and qualified project scheduler. Work force members must gain clearance onto the secure flightline. Award is estimated to exceed $10 million. Contract performance spans 636 calendar days, commencing within 10 calendar days of award, with construction activities scheduled to begin November 21, 2026 and complete by March 14, 2028. Performance and payment bonds equal to 100 percent of contract price and a proposal bond of 20 percent of bid price are required. Liquidated damages are $1,451 per calendar day of delay plus $1,283 per hour due to runway closure.
Evaluation is based on price (Factor 1) and past performance/experience (Factor II), with past performance significantly more important than price. Relevant past performance includes runway repair and concrete pavement work on secure flightlines during 2300–0700 hour operations with ability to construct fast-setting concrete panels. The solicitation includes seven contract line items: base bid (CLIN 0001) and six unit-priced optional items covering shoulder milling and overlay, unsuitable soil removal, spall repairs, joint resealing, corner break repairs, and additional airfield markings. Davis-Bacon wage rates apply per South Carolina determination SC20260034. Non-small business prime contractors must submit a subcontracting plan per FAR 52.219-9 (Alternate II) prior to award in simple format as outlined in the clause. NAICS code is 237310, Highway, Street, and Bridge Construction; PSC is Y1BD, Construction of Airport Runways and Taxiways.
