About this file

This is a Questions and Answers (Q&A) document for solicitation FA441826R0012, issued by Joint Base Charleston for the repair of runway intersection 03-21/15-33. The Q&A contains 67 questions and answers addressing clarifications on specifications, drawings, contract requirements, and procedural matters. Key technical clarifications include: concrete strength requirements of 550 psi equivalent flexural strength at 4 hours (amended from 500 psi), water-cement ratio range of 0.38-0.45, use of #6 AWG L-824C cable instead of #8, counterpoise specifications of #6 AWG solid copper per UFC 3-535-01, and acceptance of clamp meters for ground rod resistance testing. The government confirmed that excavation requirements for the test section and runways follow drawings rather than the 12-inch over-excavation specification, the laydown area requires fencing but the work area does not, and water/electricity are unavailable at the laydown area (contractor must provide portable generator and utilize fire hydrants 4,000 feet away).

Procedural and contractual clarifications address proposal submission requirements: only one electronic copy via DOD SAFE (no hardcopy mailing required), two separate documents for Part I (Price) and Part II (Past Performance), and teaming agreements/consent letters required for proposed subcontractors. Past performance requirements limit submissions to four contracts in any combination of prime and subcontractor work, with three-page maximum per contract narrative (if used); CPARS reports alone are acceptable. Additional clarifications include: liquidated damages of $1,283 per hour for runway closure, emergency departure operations limited to one runway, runway closure hours between 2200-0000 hours, six canceled work nights anticipated for unscheduled operations, tri-party sign-off required daily for pavement acceptance, and contractor suspension of subsequent night work if runway reopening is delayed 15 minutes or more. The questions deadline was extended to June 3, 2026 at 1200 EST, and the proposal due date was extended to June 18, 2026 at 1200 PM EST per Amendment 0004.

Additionally, if CPARS evaluations and/or PPQs are submitted for the referenced Past Performance contracts, will those documents satisfy the customer satisfaction requirement, or is the Government expecting additional supporting documentation (e.g., recommendation letters, customer surveys, performance metrics, etc.)?

Answer
This requirement can be met through the same contracts submitted under the Past Performance factor. The Government is not requesting additional contracts or customer satisfaction information beyond those submitted for Past Performance.
60Question
Section L, Paragraph 3Section L states that offerors shall provide a letter from all subcontractors performing major or critical aspects of the requirement consenting to the release of their past performance information to the prime contractor. Additionally, Section L requires offerors to provide complete information regarding contemplated teaming arrangements.

If an offeror intends to submit past performance information for a major subcontractor, please clarify what documentation is required to demonstrate the relationship between the offeror and subcontractor. Specifically, is the required subcontractor consent letter sufficient, or does the Government also require a teaming agreement, letter of commitment, or other documentation?

Answer
Demonstrated past performance with a major subcontractor is required for evaluation. The letter that is referenced is a letter from the subcontractor to the Government allowing discussion of any past performance (including derogatory performance) between the Government and the prime contractor.
61Question
Section L, Paragraph 3Section L identifies the minimum information required for each past performance reference in items (i) through (ix). Please confirm that offerors may organize and present past performance information in their own format, provided all required information is included and clearly identifiable.
Answer
Yes, a tailored format is acceptable as long as the required elements are included.
62Question
Section L, Paragraph 3Section L requires offerors to explain corrective actions taken in the past, if any, for substandard performance and current performance problems such as cost overruns, extended performance periods, or numerous warranty calls. Please confirm whether offerors with no such performance issues may satisfy this requirement with a statement indicating that no corrective actions were required and no current performance problems exist.
Answer
Yes, but note that a statement is only required if there are substandard past performance issues. One is not required if there are no substandard past performance issues.
63Question
Are there any additional access requirements, considering runway intersection is in a controlled movement area?
Answer
Contractor personnel holding escort privledges will serve as the escorts for all other contractor personnel performing work within the designated work area at a maximum ratio of 10:1. Contractor personnel serving as escorts are required to obtain a Restricted Area Badge (RAB) prior to controlled area access.
64Question
How does the Gov't intend to accept new pavement on a daily basis / what is the intended process?
Answer
Prior to the commencement of work within the runway intersection, the contractor shall submit a daily acceptance checklist template for Government approval. This checklist will serve to verify two critical criteria: (a) that the newly placed pavement meets all technical specifications and airfield lighting is fully operational, and (b) that the intersection is entirely safe for aircraft traffic.

Reopening the intersection requires a tri-party sign-off on the checklist prior to resumption of flight operations. First, the contractor’s Quality Control (QC) representative will inspect the work and initial the checklist to certify technical compliance and safety. Second, a designated Government Representative (Quality Assurance) will sign the checklist to formally document contract execution team acceptance . Finally, Airfield Management will conduct an assessment of the site and initial to indicate operational concurrence. The completed, signed checklist will be submitted to the Contracting Officer (CO) as an attachment to the daily report.

65Question
Aside from LDs, are there any additional requirements or procedures for delayed runway reopening?
Answer
Yes. If contractor operations delay the reopening of any runway by 15 minutes or more (to include a complete failure to reopen), the contractor shall assume work will be suspended the following night. The contractor must submit a written root-cause analysis and corrective action report to the Government. If the contractor can submit the root-cause analysis and implement corrective actions satisfactory to the CO the same workday, the subsequent night suspension may be lifted. If the proposed rectification plan is deemed unacceptable by the Contracting Officer (CO), the CO reserves the right to suspend subsequent night-work authorizations until the contractor communicates and implements adequate delay-control measures. Persistent or continuous delays may result in the CO suspending all contract work and requiring a re-demonstration of the contractor's processes on the test section before resuming runway intersection operations.
66Question
Are there any additional scheduling requirements considering this is a joint-use airfield?
Answer
Yes. Area B (intersection proper) work should be scheduled outside times of historically high aircraft traffic, most notibly, the period between Thanksgiving and the New Year. Another, albeit lesser concern, is the period between Charleston Cooper River Bridge Run and the end of Spoleto (Apr - June). Contractor proposals should be based on a plan of work that does not schedule Area B work during these aforementioned blocks of time.
67Question
Should the contractor expect the airfield to close at the same hour each night and at what hour should it close?
Answer
While the exact hour of closure has yet to be determined by Airfield Management (the Gov't), the contractor should anticipate it being the same hour throughout the duration of the contract. The closures should occur between the hours of 2200 - 0000.
