The United States Air Force intends to issue solicitation FA5575-19-B-0003 to solicit proposals for a Firm-Fixed Price contract to Repair by replacing roof system, interior flooring and general finishes works in Bldg 319. at Morón AB, Spain. The magnitude of construction for this project is estimated to be between $100,000 and $250,000 U.S. Dollars. The period of performance for this project is estimated at 75 calendar days.
A solicitation package will be available on the Federal Business Opportunities website at www.fbo.gov on or after 4 January 2019.

In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements".
NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION.
The work includes, but is not limited to:


1.1 Disassembly and Demolition Works


a. Check the equipment of the roof before commence the disassembly.
b. Remove luminaries, junction boxes, A/C units and antennas for subsequent reinstallation and adapt to the slope of the new roof system as required.
c. Demolish existing roof with all of its layers or elements to obtain a clean and dry slab surface.
d. Move furniture and goods to the designated location and return them when finishing the works.
e. Remove carpet floor tiles and adhesive to obtain a clean and dry surface of the flooring below.
f. Remove heater radiators, pipes, valves and other accessories belonging to the system, currently exposed.
g. Remove baseboards.
h. Select, treat, load and transport waste material from demolition to an authorized dump or recycle plant.
i. Check that the equipment reinstalled on the roof work as before.


1.2 Concrete Works


a. Install concrete blocks for life line anchorage.
b. Apply vapor barrier to roof slab concrete surface.
c. Construct brick walls on expansion joint and guide lines.
d. Install slope formation with concrete lightweight concrete and grading mortar.


1.3 Roof Work and Waterproofing Operations:


a. Install metal strips for the sealing of the membranes to blrick walls.
b. Install metallic strip forming drip edge on the perimeter of the roof.
c. Install polyester fiber synthetic felt fleece layer.
d. Install waterproof membrane connection strips on joints and draining contours.
e. Install waterproofing reinforcing strips on corners, nooks and emerging elements on roof.
f. Install waterproofing membrane on the entire roof surface.
g. Install protective geotextile layer onto the waterproof membrane.
h. Install filtering tiles on entire roof surface.
i. Install perforated metal profile all along the perimeter roof edge.
j. Install life line, anchorage and accessories.


1.4 Finish Works.


a. Install insulation padding for laminated flooring.
b. Install wood laminated flooring staves.
c. Install wood laminated baseboards.
d. Clean mold and remove deteriorated paint.
e. Apply fungicide treatment to molded areas.
f. Paint interior gypsum and cement surfaces.
g. Paint interior enamel surfaces.
h. Apply two coat of varnish to varnished surfaces.

The certification requirements are as follows:
CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "Registro Oficial de Licitadores y Empresas Clasificadas del Estado", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.
