About this opportunity

The U.S. Coast Guard is soliciting quotations for the repair and/or overhaul of one Hydro-Mechanical Unit (H.M.U.), Part Number 6068T72P25 (NSN 1680-01-494-0009), used in HC-144 aircraft. This commercial items procurement is being conducted under FAR subpart 12.201 as a Request for Quotation (RFQ) numbered 70Z03826QL0000105. Contractors must demonstrate current FAA 145 certification, OEM approval, or Air Force approval, with the ability to access proprietary technical data, Component Maintenance Manuals, and Original Equipment Manufacturer parts from General Electric Company to successfully complete the work. Offerors must perform either inspection and repair as necessary or complete overhaul services in accordance with all applicable OEM specifications and current maintenance standards. Award will be made to the lowest-priced, technically acceptable offeror representing best value to the Government, with quotations due by March 26, 2026, and an offer acceptance period of 60 calendar days from the specified receipt date.

This is a restricted solicitation with no small business set-aside, and it is anticipated that the award will be made on a sole-source basis to Woodward, Inc. (CAGE Code 66503), the OEM-approved distributor with exclusive access to required proprietary technical data. The Coast Guard has identified only one source as available due to urgency and General Electric's cessation of direct repair services for this component. The contract will be structured as a firm-fixed-price purchase order with one unit to be delivered within ninety days of order receipt to the Aviation Logistics Center in Elizabeth City, North Carolina, though earlier delivery is preferred. All deliverables must include FAA Form 8130-3 airworthiness certification or EASA Form-1 documentation, a Certificate of Conformance, and packaging compliant with ATA-300 specifications and applicable Component Maintenance Manual standards.
