About this opportunity
The Federal Bureau of Prisons (FBOP) is soliciting sealed bids for solicitation 15B40126Q00000009 to repair the glycol loop exchanger system at the Metropolitan Correctional Center (MCC) Chicago. The scope of work requires contractors to furnish all equipment, materials, and labor for complete repair of an existing Hybrid Fluid Cooler (Model NXF-0603N-CS2TT-J2), two pumps with variable frequency drives, and associated pipework that services 14 heat pump cooling units throughout the 27-story facility. Both exchangers in the BAC Tower have developed small seam leaks preventing the system from achieving the designed pressure of 150 PSI, and both units must be repaired to restore system functionality. The contract is firm-fixed-price with performance and payment bonds each set at 100 percent of the contract price. Critical deadlines include March 26, 2026 at 11:00 A.M. CST for submission of questions to Contracting Officer Johnathan Burns (J1burns@bop.gov), and April 27, 2026 at 9:00 A.M. Central Time for sealed bid submission to J1Burns@bop.gov. A pre-work site visit is scheduled for March 19, 2026 at 11:00 A.M. CST, which is optional but recommended.
This solicitation is set aside as a 100 percent small business set-aside, restricted to firms meeting the small business size standard of $19 million in revenue for NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The estimated contract value falls between $100,000 and $250,000, with liquidated damages assessed at $1,358.81 per calendar day of delay. The contractor must commence work within 10 calendar days of receiving notice to proceed and complete all repairs within 435 calendar days. Insurance requirements include workers' compensation coverage of $100,000, comprehensive general liability of $500,000 per occurrence, and comprehensive automobile liability with limits of $200,000 per person and $500,000 per occurrence for bodily injury. The work will be performed at MCC Chicago, located at 71 W. Van Buren Street, Chicago, Illinois 60605, and all work must comply with prevailing wage requirements, Buy American construction materials provisions, federal labor standards, and local, state, and federal regulations.
