About this opportunity
The Department of the Army National Guard is seeking a contractor to repair the Fire Alarm Control Panel (FACP) System B106 at the 174th Attack Wing Hancock Field in Syracuse, New York. The project requires replacing the existing Fire Control Instruments 7200 series fire alarm control panel with a new non-proprietary addressable FACP system, including all field devices and audio-visual components for Building 106 and four adjacent outbuildings in the petroleum, oils, and lubricants compound. The contractor must provide all labor, materials, tools, permits, laboratory tests, equipment, supervision, quality control, and project management necessary to complete the work, including demolition and disposal of existing equipment. Awards will be made based on the lowest price criterion to the responsible bidder whose proposal is most advantageous to the government. The solicitation has been amended twice, with the final deadline for quotes set at 2:00 PM Eastern on September 22, 2025, and contractors must submit signed SF30 forms acknowledging both amendments along with their completed SF1442 solicitation documents.
Originally designated as a 100% small business set-aside, Amendment 1 removed this restriction making the contract opportunity unrestricted and open to all qualified contractors. No current incumbent or existing contractors are identified in the solicitation documents. The project magnitude is estimated between $100,000 and $250,000, with performance and payment bonds required for the selected contractor. The work must be completed within 180 calendar days of contract award, with the contractor required to begin work within 30 calendar days of award. The place of performance is at the 174th Attack Wing Hancock Field Air National Guard Base located at 6001 E Molly Road in Syracuse, New York, specifically focusing on Building 106 and the surrounding petroleum compound facilities including Buildings 107, 108, 109, and 110.
