About this opportunity
The U.S. Coast Guard is soliciting quotations for repair services of three Enhanced Digital Engine Control Units (EDECU) with Part Number 116007-05C5-17 and National Stock Number 2995-01-680-3143 under Solicitation Number 70Z03826QJ0000077. This combined synopsis and solicitation, issued as a Request for Quotation (RFQ), seeks repair services for components used on MH-60T aircraft that operate in saltwater environments subject to corrosion. All repairs must be performed by Triumph Engine Control Systems LLC (the Original Equipment Manufacturer with Cage Code 11599) or an OEM-authorized repair facility and must restore components to "Ready for Issue" condition in accordance with OEM functional performance specifications and FAA Advisory Circular 43-4B. Contractors must maintain ISO 9001-2000 Quality Management System certification, provide Certificates of Conformance with manufacturer traceability, and submit comprehensive documentation including Certificates of Airworthiness and Component Repair Records. The contract will be awarded on a sole-source, firm-fixed-price basis to the offeror providing fair and reasonable pricing as determined under FAA 15.002(a), with evaluation criteria being extraneous due to the sole-source nature of the procurement. The final deadline for submission is April 10, 2026 at 2:00 PM EDT, with the solicitation having been extended multiple times from its original February 18, 2026 posting date.
This is an unrestricted procurement with no set-aside designations, and award is anticipated to go to Triumph Engine Control Systems LLC located at 1 Charter Oak Boulevard West, Hartford, Connecticut (UEI# N189YZJK1LL1) based on the sole-source justification. While specific budget information is not disclosed, vendors must complete the pricing schedule for three service categories: Teardown, Test and Evaluation/No Fault Found services (Line 1); Repair services for three units (Line 2); and Beyond Economic Repair/Scrap fees (Line 3), with the latter two pricing categories to be determined at award. Performance must occur at the vendor's facility with quarterly audits conducted by the Coast Guard, and all components must be delivered within 15 calendar days of receipt for Testing and Evaluation activities, with additional timeframes for repair work to be specified. Components will be shipped FOB Destination to the U.S. Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina, with electronic payment to be made in accordance with FAR 52.232-33, and prevailing wage rates per Connecticut Wage Determination No. 2015-4119 apply to any labor performed on this contract.
