About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks repair of one elevator in Building 425 (Fisher House) at the Dayton VAMC, with proposals due July 21, 2026 at 3:00 PM Eastern Time. This procurement is a 100% service-disabled veteran-owned small business (SDVOSB) set-aside, restricting competition to that category.
Place of performance is Dayton, Ohio (4100 W. 3rd Street, Dayton, Ohio 45409). The elevator, a ThyssenKrupp TKE Tac 32 passenger elevator with 3,000-pound capacity and 100 feet per minute rated speed, is out of service due to electrical storm damage. Work involves removing and repairing the I/O board, installing a new CPU board, reprogramming the elevator, and performing comprehensive safety checks including fire recall procedures. All work must be performed by certified elevator technicians in compliance with ASME A17.1 safety standards and OSHA regulations, and must be completed within 90 days of award during normal business hours (Monday–Friday, 0800–1630 ET) excluding federal holidays. Contractor personnel requiring unescorted facility access or logical access to VA information systems must comply with personnel vetting, credentialing, and Personal Identity Verification requirements under VAAR 852.204-72 and VAAR 852.204-70 (both June 2026 versions). An organized site visit was held July 15, 2026 at 11:00 AM ET. The contract ceiling is $22 million. Evaluation is based on price alone, and this is a firm-fixed-price acquisition. Offerors must certify compliance with VAAR 852.219-75 subcontracting limitations (prime contractor may not pay more than 50% of government payment to non-certified SDVOSB/VOSB firms). NAICS code is 238290; PSC code is Z1AZ. Contracting Officer: Brian Rosciszewski (Brian.Rosciszewski@VA.gov).
