About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a comprehensive repair and rehabilitation project for Building B43430 at Kadena Air Base in Okinawa, Japan. The project focuses on repairing concrete cracks and spalls across various structural elements including walls, beams, columns, roof, and floor slab. Key contract requirements include installing concrete jackets, restoring steel member integrity, applying Fiber Reinforced Polymer (FRP) to canopy beams, and removing/reinstalling electrical systems. The scope also encompasses asbestos and lead-based paint abatement, waste material disposal, and repainting repaired areas. The pre-solicitation notice indicates a total project duration of 605 calendar days, with 150 days allocated for design and 455 days for construction, and requires adherence to sustainable design principles and UFC 1-200-02 guidelines.
The opportunity is designated as a Local Area Set-Aside under the Commercial and Institutional Building Construction NAICS category (236220). The project will require advanced structural rehabilitation techniques, including carbon FRP reinforcement and comprehensive design reviews at 35%, 65%, and 95% stages. While specific award value is not disclosed, the complexity of the project suggests a substantial budget given the extensive structural, architectural, and electrical system rehabilitations. The solicitation is posted on April 1, 2025, with responses due by April 16, 2025, and targets contractors with specialized expertise in military facility renovation, structural repair, and environmental compliance. The project aims to restore the facility to BSE-2E structural performance levels while maintaining the original architectural integrity.
