About this opportunity
The Department of the Air Force Pacific Air Forces originally sought a contractor to perform comprehensive structural repair and restoration work on building B43421, including repairing cracks and spalls on concrete walls, beams, columns, roof, floor slab, and eaves; installing concrete jackets to columns; restoring steel members damaged by corrosion; applying Fiber Reinforced Polymer to canopy beams; demolishing and replacing ceiling tiles; and abating Asbestos Containing Material and Lead-Based Paint. The solicitation was structured as a firm-fixed-price construction contract evaluated using a Lowest Price Acceptable Past Performance (LPAPP) best value source selection method, with contractors required to demonstrate five years of relevant past performance experience. Through multiple amendments, the government modified various proposal submission requirements, including removing the bid guarantee requirement, eliminating financial statement submissions, and changing past performance documentation from questionnaires to CPAR information. However, Amendment 0004 issued on August 4, 2025, officially canceled the entire solicitation FA527025R0017.
This opportunity was not designated as a set-aside and would have been open to full and open competition under NAICS code 238110 for Poured Concrete Foundation and Structure Contractors. The original contract included a performance period of 635 calendar days from notice to proceed, with work to be performed at building B43421 located in Kadena, Okinawa, Japan. The project required coordination with the 718th Civil Engineer Squadron for on-site safety requirements and compliance with sustainable construction principles per UFC 1-200-02. Construction activities were contingent upon approval of an Environmental Protection Plan and AF Form 103 work clearance. No incumbent contractors, award values, or budget ranges were specified in the solicitation documents before its cancellation.
