About this opportunity

The U.S. Coast Guard, operating under the Department of Homeland Security, is soliciting quotations for repair and/or overhaul services on two Command Lever components (National Stock Number 1680-01-HS1-9369, Part Number 35-65232-0003) for HC-144 aircraft. The procurement is being conducted as a Request for Quotation (RFQ) under FAR subpart 12.201 for commercial items, with solicitation number 70Z03826QL0000103. Contractors must possess current FAA certification, OEM approval, or Air Force approval, maintain ISO 9000 compliance or an equivalent quality system, and be capable of obtaining required technical expertise and Original Equipment Manufacturer parts from Airbus Defence and Space SAU (CAGE Code 0117B). The contract will be awarded to the lowest-priced, technically acceptable offeror representing the best value to the Government based on a firm-fixed price basis. The quotation due date is March 20, 2026, providing a four-day submission window.

This is a restricted solicitation with no small business set-aside, and the Coast Guard anticipates awarding the purchase order on a sole-source basis to Airbus DS Military Aircraft, Inc. (CAGE Code: 0DAF1), though all responsible sources are invited to submit quotations. The justification for other than full and open competition cites that the parts are procurable only from the Original Equipment Manufacturer due to proprietary protection under technical data controls. The contractor must deliver the repaired components within 90 days after receipt of order to Elizabeth City, North Carolina, with earlier delivery preferred at no additional cost. Key deliverables include a Teardown and Inspection Report within five calendar days of receipt, thorough component cleaning to remove hazardous materials, and submission of either an FAA Form 8130-3 Certificate, EASA Form-1, or a written-approved Certificate of Conformance in accordance with FAR clause 52.246-15. Packaging must comply with Air Transport Association specifications and exclude prohibited materials such as popcorn, styrofoam, and peanuts.
