About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal (ACC Rock Island) anticipates soliciting a total small business set-aside contract for repair and installation of chilled water lines at Rock Island Arsenal, Rock Island, Illinois, with a pre-solicitation response due July 14, 2026.
The scope requires furnishing labor, equipment, and materials to install two 10-inch dual wall preinsulated polyvinyl chloride (PVC) chilled water pipes from Building 114 to Building 108, including disconnection of existing chilled water lines and abandonment in place. The new pipes will run through an 8-foot wide trench with depths ranging from 8.25 to 12.5 feet. Work includes removal and replacement of existing pavements—hot mix asphalt in Parking Lot 131A, Parking Lot 144, and 2nd Street (4 inches in two 2-inch lifts each); reinforced portland cement concrete on South Avenue (10 inches); and associated curb and sidewalk work. The contractor must install new flowmeters, restipe parking stalls, reinstall signage, and seed disturbed areas.
Performance and payment bonds are required. The contract is a working day contract with 150 working days allowed for completion and liquidated damages of $1,000 per working day for delays. Work must commence within 45 working days of notice to proceed. The contractor must mobilize within 60 calendar days of contract award and comply with the 2026 Iowa State Urban Design and Specifications Program (SUDAS) standards. Connections to the existing chilled water system are restricted to heating season (November 1 through March 31). All personnel require background checks and favorable National Crime Information Center screening to access the installation. The project superintendent must have minimum 10 years construction experience and at least 5 years as superintendent on similar projects. Compliance with EM 385-1-1 (2024) and OSHA regulations is mandatory.
