Mission and Installation Contracting Command (MICC) Fort Cavazos is issuing a SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to convert an existing structure to a Brigade Level Headquarters. This includes but is not limited to demolition, utility work, construct new ramp, stairs and rails, reconfiguration of all infrastructure systems (electrical, plumbing, HVAC, mass notification, and communications). The work shall be located at Building 37001 at 2057 W. Legends Way Fort Cavazos, Texas. This acquisition is 100% Women Owned Certified Small Business Set Aside under NAICS 236220 (Size Standard $45.0 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000.

The purpose of this project is to convert an existing structure to a Brigade Level Headquarters. This includes but is not limited to demolition, utility work, construct new ramp, stairs and rails, reconfiguration of all infrastructure systems (electrical, plumbing, HVAC, mass notification, and communications). The work shall be located at Building 37001 at 2057 W. Legends Way Fort Cavazos, Texas. Also included is miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Cavazos Military Installation, at Fort Cavazos, TX. The Wage Determination: General Decision Number: TX20230230 06/16/2023, Superseded General Decision Number: TX20220230; State: Texas; Construction Type: Building County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement on August 3, 2023 at 10:00 AM CDT. Details of that site visit will be available in the solicitation.

Bid opening will be conducted on August 25, 2023 at 2:00 PM CDT please refer to the Solicitation for additional details. Contract performance completion will be 300 days after contract award. The technical exhibits will be available for inspection without charge thru the Government wide Point of Entry (https://www.sam.gov). No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. For informational purposes Privatized Utilities (Dominion Energy) proposal was provided in RFIs and American Water RFP is not needed because existing water and sanitary lines to the building will be used.
