About this file
This document contains clarification responses to requests for information (RFIs) related to the solicitation for repair work on Building 37001 under contract number W91151-23-B-0019 with the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood. The responses clarify requirements for paint removal methods, gutters and pricing from the local utility provider. For RFI 1, the drawings were revised to allow alternate paint removal methods to soda blasting. For RFI 2, the drawings were updated to resolve conflicts regarding material types and finishes for new gutters. The utility pricing proposal for existing utilities is $38,000, valid for 90 days. Electronic submission of bids will not be permitted, as stated in the solicitation.

Repair Building 37001
Clarification Responses after RFI Responses and Revised Drawings
RFI #1.
Subject Line: Paint Removal conflict
Reference NO. Specification 02 82 33.13 20 Lead Paint Removal & Drawing sheet D-201 GN-11 (revised in Amendment 01)
Question: Drawing sheet D-201 General note GN-11 states to soda blast paint off bottom of building. The referenced specification section allows for multiple methods of paint removal (including chemical removal) as per the submitted and approved abatement plan. Is it required that the paint be removed by soda blasting or can alternate removal methods be used?
Response: See revised drawings. Sheet D-201 General Note 11 and 12.
RFI #2.
I have a RFI for the 41011 RFI response(s). 37001 and 41011 are almost identical buildings. FYI, I will assume we will have similar issues with the RFI and drawings for building 37001. Below Snips are from RFI and Page A-201.
Based on snips from the RFI from today, here are my immediate gutter conflicts:
1. They are calling out for Aluminum AND 24ga Gutters in the same note.
2. You cannot get “Seamless aluminum gutter coil” in a “Powder Coat Finish”.
3. If they want a “Powder Coat Finish” in either type of metal. It is an additional and expensive separate process and can only come in segmented form. Time frame(s) would be an issues.
4. You cannot get 24ga Seamless gutter coil if they want 24ga Gutters. With or Without Powder Coating.
Response: See revised drawings. Sheet A-201 General Note 5 and 6.
Response: Privatized Utilities (Dominion Energy) Bid Proposal Pricing for the existing utilities on this project is $38,000.00, this proposal is good for 90 days.
In reviewing subsection # 5 titled “Submission of Bids…” under Instruction to bidders it states that electronic submission of bids will not be authorized. Will there be any amendment changes to the solicitation to allow government approved methodologies of electronic proposal deliveries.
Response: As stated in the Solicitation NO electronic submission of the bids will be accepted/authorized.
