About this opportunity

The 105th Airlift Wing of the Department of the Army National Guard is seeking a contractor to repair stucco siding on Building 100, located in Newburgh, NY. The solicitation (W50S8D25Q16AY) is a Request for Quote (RFQ) for commercial items involving repairs to two sections of the building: Building 100N (approximately 13' x 14') and Building 100S (approximately 32' x 10'). Interested offerors must submit quotes by 11:00 AM EST on May 7, 2025, and include detailed product cutsheets demonstrating technical capability and material compliance with the Performance Work Statement. The government will evaluate quotes based on two primary factors: price and technical capability, with award going to the lowest-priced quote that provides sufficient documentation to demonstrate conformity with requirements. Quotes must include product information such as descriptive literature, technical specifications, and spec sheets that clearly indicate the proposed materials meet minimum government standards.

This procurement is a total small business set-aside under NAICS code 238190, with a small business size standard of $19 million. The contract will be awarded for a 30-day performance period, with work to be conducted between 0730-1630 hours Monday through Friday. Contractors must be registered in the System for Award Management (SAM) and comply with Wage Determination No. 2015-4159, Revision 28. The place of performance is Newburgh, NY 12550, and the solicitation notes that funds are not currently available, meaning no contract will be awarded until appropriated funds are secured. Potential contractors should be prepared to follow strict requirements, including securing metal frameworks, installing gypsum and insulation board, matching existing stucco, repairing coping, sealing joints, and restoring affected areas. The project may involve working in restricted areas requiring full-time escort by authorized personnel.
