About this opportunity
The 354th Eielson Contracting Squadron is seeking Architect and Engineering (A&E) services for the complete replacement of Arctic Utilidor D and Arctic Utilidor H at Eielson Air Force Base, both constructed in the 1950s and having exceeded their useful life. The Department of the Air Force Pacific Air Forces requires design services for full-length replacement of all utility systems including sewer, water, steam, and condensate piping, as well as all lateral lines servicing associated buildings. The project involves significant challenges including suspected asbestos-containing materials, contaminated soils, and infiltration issues affecting the wastewater treatment plant's permitted capacity during spring breakup. Interested firms must submit qualification packages including Instructions to Offers (Evaluation Factors Document), SF330 (Architect-Engineer Qualification-Standard Form 330), and a Past Performance Questionnaire by the July 22, 2025 deadline. The contract requires delivery of 100% design documents within 216 calendar days of award.
This opportunity is designated as a Total Small Business set-aside under NAICS code 541330 (Engineering Services). The solicitation includes comprehensive documentation such as preliminary site plans for both utilidors, hazardous materials survey reports, contaminated soils mapping, and Division 1 specifications. For Utilidor H, the design scope includes three additional manholes to maintain maximum 300-foot spacing between drip legs and traps, while Utilidor D requires replacement of lateral lines serving Butler Buildings 3435-3442 and Building 3426, with existing service to Building 3425 remaining in place for connection to new utility lines. The project addresses critical infrastructure replacement needs at this strategic Air Force installation, with work occurring in areas with known soil contamination and potential hazardous materials requiring specialized expertise and compliance protocols.
Notice text
The 354th Eielson Contracting Quadron is seeking qualification packages for A&E services for the project below:
The Arctic Utilidor D & Arctic Utilidor H were constructed and installed in the 1950's and have exceeded their useful life. Many of
the pipes have patches and splices to keep them operational and pipe supports have rusted. In addition, it is suspected there is
significant infiltration and inflow (I&I) entering the system through the utilidor infrastructure due to aging waterproofing and
concrete joint sealing systems. This is causing the wastewater treatment plant to encroach on its permitted treatment volume
during spring break up. Based on previous utilidor projects, it is suspected there will be asbestos-containing material (ACM), but
a hazmat survey shall be conducted for both utilities to determine what hazardous materials are present. Both utilidors fall
within contaminated soils areas. Utilidor D will need the Design of the full-length replacement of all utility systems, this includes
sewer, water, steam, and condensate utility piping in the main utilidor. All lateral lines servicing the Butler Buildings 3435-3442
and Building 3426 shall also be replaced. The existing service to Building 3425 shall remain in place and be connected to the
new utility lines. Utilidor H will also need the full-length design of the replacement of all utility systems, all lateral lines servicing
the buildings shall be replaced. Also design three additional manholes for Utilidor H to provide a maximum of 300-feet spacing
between drip legs and traps.
The contract schedule set forth in the statement of work requires a delivery of 100% design documents in 216 calendar days.
If this is something your firm is interested in and can accomplish, please submit a combined Instructions to Offers (Evaluation Factors Document), SF330 (Architect-Engineer Qualification-Standard Form 330), and a PPQ (Past Performance Questionnaire).
