SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN FOR

FTQW200502 REPAIR ARCTIC UTILIDOR D & FTQW231001 REPAIR ARCTIC UTILIDOR

SECTION H

1.01. GENERAL: The Architect-Engineer (A-E) shall perform the services as described in the subsequent

Sections of this Statement of Work (SOW) and as described below. If there are conflicts between other sections of the SOW and this Section, the provisions of this Section shall have precedence.

1.02. BACKGROUND: Due to the severe artic environment, extreme temperature differences, and shallow water table, utilities on Eielson are distributed through a system of concrete tunnels called utilidors. These utilidors provide a base wide heated utility corridor for water, sewer, steam, and condensate lines.

These utilidors and associated piping were constructed and installed in the 1950’s and have exceeded their useful life. Many of the pipes have patches and splices to keep them operational and pipe supports have rusted through. In addition, it is suspected there is significant infiltration and inflow (I&I) entering the system through the utilidor infrastructure due to aging waterproofing and concrete joint sealing systems.

This is causing the wastewater treatment plant to encroach on its permitted treatment volume during spring break up.

Based on previous utilidor projects, it is suspected there will be asbestos-containing material (ACM), but a hazmat survey shall be conducted for both utilities to determine what hazardous materials are present. Both utilidors fall within contaminated soils areas.

1.03. SCOPE OF DESIGN PROJECT:

A. General: The work includes the following: (1) investigating site conditions; (2) collecting and reviewing project data and records; (3) performing a hazardous material survey of the facility (4) creating a design concept and cost estimate for the replacement of full length of utility systems through Utilidor D and H and waterproofing/structural improvements to the utilidor structures;

(5) submitting an investigation report; (6) discussing the results at the Pre-Design Conference;

(7) making the revisions requested by the Government; and (8) producing a complete design based on the requirements specified above and based on comments received during the 65% and

95% review meetings.

B. Project shall be separated into two (2) CLINS. CLIN 1 (FTQW200502) shall be all investigation, data collection, and deliverables for Utilidor D. CLIN 2 (FTQW231001) shall be all investigation, data collection, and deliverables for Utilidor H. Deliverables shall be submitted as two distinct packages.

C. Specific Project Goals:

1. Conduct a thorough assessment of the utilidor structures. Incorporate the findings of the assessment into the completed design, addressing any deficiencies or areas for improvement. This includes but is not limited to: utilidor structural floor and walls, pipe supports and anchors, utilidor lids, manhole hatches, ladders, and existing utilidor and manhole insulation and waterproofing. This shall include utiliducts servicing all buildings off the main utilidor.

2. Access to utilidors required a confined space entry plan and permit. A-E shall be responsible for providing all responsible, trained personnel and providing the primary rescue team. Eielson Fire Department will not be utilized as the primary rescue response.

SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN FOR

3. Replacement of existing sump pumps or installation of new sump pumps.

4. Conduct borings as necessary for designing repairs required to exterior of structure.

5. Conduct an assessment of the existing fire hydrants to determine those which require replacement or locations where new fire hydrants are necessary.

6. A-E shall be responsible for performing any snow removal or water removal (via pumping) from utilidor in order to perform a complete inspection. A-E shall be responsible for treatment of contaminated water.

7. Design shall include additional alarms or sensors either required by code or recommended from a Life and Health Safety consideration.

8. Conduct an assessment on current electrical devices and infrastructure, including power lines servicing manholes and above ground breaker boxes. Provide upgrades and repairs required to bring infrastructure up to compliance with

National Electrical Codes. Additionally, provide upgrades required to support existing lighting, alarms, and flood control as well as any additional components determined during investigation and design.

9. Ensure new utility piping complies with federal and state requirements.

CLIN 1 Specific Project Goals:

1. Design the full-length replacement of all utility systems within Utilidor D. This includes approximately 3,295 linear feet (LF) of sewer, water, steam, and condensate utility piping in the main utilidor. All lateral lines servicing the Butler buildings (3435-3442) and Building 3426 shall also be replaced. The existing service to Building 3425 shall remain in place and be connected to the new utility lines.

2. Utilize water modeling, or similar, to analyze flow demands and requirements for

Building 3426. Determine pipe size required to meet demands.

3. Perform a flow test for existing utilidor. A-E shall be responsible for providing a certified backflow preventer(s).

4. Design for Utilidor D shall take into consideration future buildout plans and design system in such a way to ease future utilidor changes. Including the use of isolation valves, location of manholes, etc. Utilidor layout design shall include space for a future dedicated fire line.

CLIN 2 Specific Project Goals:

1. Design the full-length replacement of all utility systems within the utilidors. This includes approximately 2,420 LF in Utilidor H. All lateral lines servicing the buildings shall also be replaced.

SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN FOR

2. Design three additional manholes for Utilidor H to provide a maximum of 300-foot spacing between drip legs and traps.

D. The work required under this contract includes investigation, analysis, and design services necessary to design a construction project to accomplish the goals described above.

E. The final design product shall include the following items: Complete specifications and drawings necessary for the Government to advertise and award a construction contract for the work. The

A-E’s design shall include provisions for the abatement and disposal of any hazardous materials that would be disturbed as a consequence of performing the work of this project.

F. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller may be bound with the report.

1.04. HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:

Attached to this SOW is the most recent hazmat survey report for Utilidor H. It showed the presence of lead base paint (LBP) and asbestos. No recent hazmat surveys are available for Utilidor D. The A-E shall address the presence of hazardous materials in the design project, perform testing for hazardous materials (asbestos, LBP, and PCBs) and contaminated soils, and prepare project documents for their remediation in accordance with (IAW) with UFGSs. Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations.

A. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the Eielson AFB project engineer and the Eielson AFB Environmental Element of the Installation

Management Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements. Mitigation of hazards to workers shall be included in this design project.

B. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities. Project drawings shall also note the location of approved, permitted, on-base disposal areas, if available, for use during project construction. The most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area shall also be shown on the drawings. Construction contractor notification and permitting requirements shall be specified.

C. The design shall include provisions for avoidance or abatement of any hazardous materials found in the hazmat survey conducted by the A-E firm.

1.05 TASKS: The investigation and design shall be divided into four tasks. The Government shall neither approve payment for a task nor issue Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has provided all the listed Contract Deliverable Items applicable to the task.
