About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk intends to award a sole source, Firm Fixed Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to Klein Marine Systems for repair and maintenance support services of K5900 side scan sonar systems. These specialized underwater sound equipment systems are used by the Naval Oceanographic Office (NAVOCEANO) to collect critical underwater mapping and reconnaissance data for submarine warfare, navigation, and assessing safe transit areas for U.S. Navy assets. The contract will be conducted under FAR Part 12 for commercial items and FAR Subpart 13.5 for simplified procedures, with the anticipated NAICS code 334511 (Search, Detection, Navigation Systems Manufacturing) and size standard of 1,350 employees. This is a pre-solicitation notice rather than a request for competitive quotations, and interested parties may identify their capability to respond, though the government retains sole discretion on whether to compete the action. The complete RFQ package will be available for download on or about June 18, 2025, with quotes requiring prices, FOB point, contact information, GSA contract numbers if applicable, business size, and payment terms.
This procurement does not utilize any set-aside designations and Klein Marine Systems has been identified as the incumbent contractor due to the proprietary nature of their equipment with specialized hardware, moldings, and techniques that cannot be replicated by other manufacturers. The contract will support ten Klein Marine Systems K5900 tow fish systems representing a total system investment of $10 million, with each individual system valued at approximately $1 million. Klein Marine Systems qualifies as a small business under the applicable size standards, and market research including a Request for Information posted on April 21, 2025, confirmed no alternative vendors can provide the required specialized repair and maintenance services. The five-year IDIQ contract structure will provide ongoing maintenance support for these critical naval oceanographic systems. All responses must include self-certification that neither the contractor nor principal corporate officials are suspended, debarred, or otherwise ineligible for federal contracts, and contractors must maintain registration in the System for Award Management (SAM) database throughout the contract performance period.
