Estimated contract duration is 987 calendar days after receipt of Notice to Proceed, with work to commence within 10 calendar days of that notice.

This is a two-phase Design/Build procurement structured as one Firm-Fixed-Price contract under NAICS 236220. Phase One proposals will be evaluated to select five of the most highly qualified offerors to advance to Phase Two, where pricing will be submitted. Phase One evaluation assesses Past Performance (weighted approximately equally between Prime Contractor and Architect/Engineer Designer of Record) and Technical Approach using relevancy, confidence, and combined technical/risk rating scales. Phase Two will employ a Best-Value Tradeoff source selection process. Amendment 0004, issued August 28, extended the Phase II due date to September 4 at 1:00 PM EDT. Amendments 0002 and 0003, issued to Phase II selected offerors only on July 29 and August 4 respectively, are available through the PIEE Solicitation Module link in SAM.gov.
