About this opportunity

The Department of the Army Corps of Engineers Louisville District is conducting a market survey to procure Design/Build repair services for the AMSA/ECS (Area Maintenance Support Activity/Equipment Concentration Site) vehicle maintenance facility at the Arden Hills Army Reserve Center in Minnesota. The project scope includes comprehensive repairs to a 31,658 square-foot facility with replacements and upgrades to HVAC systems, electrical distribution, fire alarm and suppression systems, ceilings, windows, doors, floor coverings, interior reconfiguration, and interior finishes, along with exterior facade repairs. A critical component of the work involves the retrofit installation of a new 10-ton crane with a 20-foot hook height, requiring raising of the building roof to accommodate the equipment. The government is specifically soliciting responses from small business concerns, including certified HUBZone, 8A, Woman-Owned Small Business, and Service-Disabled Veteran-Owned Small Business firms to determine whether a sufficient number of qualified small businesses exist to justify setting aside this future contract. The pre-solicitation notice was posted on December 1, 2025, with responses due by December 16, 2025, as evidenced by the market survey QR code (reference number W912QR-26-AHARC) provided for vendor participation.

This opportunity is currently not set aside for any particular business category pending the results of the market survey. The estimated contract value ranges between $25,000,000 and $100,000,000, reflecting the substantial scope of the Design/Build project. The contract is classified under NAICS code 236220 (Commercial and Institutional Building Construction). The estimated project duration is 900 calendar days, providing a multi-year engagement for the selected contractor. All hazardous materials will be removed and disposed of in accordance with state and federal guidelines as part of the repair work. The market survey period allows interested small businesses to indicate their capability and intent to bid on this future solicitation, which will inform the government's decision regarding whether to establish a small business set-aside for the actual competitive procurement.
