About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is seeking a construction services contract for repairing sixteen degraded corrugated metal pipe (CMP) culverts at Naval Weapons Station Earle in Colts Neck, New Jersey. The project involves repair work on an ammunition rail trestle crossing the Swimming River, including activities such as cofferdams, dewatering, vegetation and sediment removal, culvert repairs and lining, compaction grouting, and embankment backfill. The solicitation will be "Unrestricted" for full and open competition, utilizing a best value continuum process that evaluates both non-price (technical and past performance) and price proposals. Potential contractors must be registered in the System for Award Management (SAM) and will be evaluated based on their capabilities and relevant experience performing similar construction efforts within the past ten years. The solicitation (N40085-25-R-2611) is expected to be issued by NAVFAC Mid-Atlantic on or about April 15, 2025, with proposals due by March 28, 2025.

The procurement has been classified under NAICS code 237990 with a small business size standard of $45,000,000, and market research determined that a small business set-aside was not feasible due to the project's complexity. The contract has an estimated value between $10,000,000 and $25,000,000, with a total project completion timeline of 455 calendar days after award and an anticipated contract award by August 2025. Large businesses will be required to submit a subcontracting plan, and the government conducted a Dynamic Small Business Search and Sources Sought Notice to explore potential small business participation. Both the NAVFAC MIDLANT Small Business Professional and the Small Business Administration's Procurement Center Representative have approved the unrestricted competition approach. All solicitation documents will be available in Adobe PDF format on the PIEE and SAM.gov websites, and contractors are encouraged to register to receive amendment notifications.
