About this opportunity

The United States Secret Service Uniformed Division is seeking commercial services for repainting its marked vehicle fleet through a Request for Quote (RFQ) under solicitation number 70US0925R70093054. The procurement involves transforming up to 20 vehicles per year from white to black to better blend with Secret Service motorcade operations, with the fleet consisting of 55 vehicles including Dodge Durango, Ford Expedition, Ford Explorer, Chevy Tahoe, and Ford F-250 models manufactured between 2021-2024. Vendors must be located within a 25-mile radius of Joint Anacostia Bolling Airforce Base and possess certified collision repair and auto paint technicians capable of removing emergency equipment, repairing panel damage, removing existing decals, and applying multiple paint layers according to original equipment manufacturer specifications. The government will evaluate offers using a best value trade-off method, with technical approach and past performance factors being more important than price. Questions were accepted until July 7, 2025, and quotes are due July 18, 2025 at 3:00 PM EDT following an extension granted in Amendment 1.

This solicitation is designated as a total small business set-aside under NAICS code 811121 (Automotive Body, Paint, and Interior Repair and Maintenance), representing a new requirement as the Uniformed Division has used OEM White Vehicles for the past 30 years. The government intends to award a three-year Indefinite Delivery Vehicle (IDV) contract with a period of performance from August 15, 2025 to August 14, 2028, reserving the right to award to multiple vendors. While specific award values are not disclosed in the solicitation, the contract will accommodate repainting up to 20 vehicles annually over the three-year period. The place of performance is Bolling Air Force Base Heliport in Washington, DC, and vendors must submit a 10-page capability statement addressing technical approach, past performance, and pricing. The government anticipates selecting the best-suited contractor from initial responses without engaging in communications with all contractors, though it reserves the right to communicate with the apparent successful contractor to address any remaining technical and price issues.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation: quotes are being requested and a written solicitation shall not be issued. The solicitation number is 70US0925R70093054 and is issued as a Request for Quote (RFQ) for Repainting of service vehicles.  The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Federal Acquisition Circular 2025-04 effective May 12, 2025.  This solicitation is a total small business set-aside and the associated North American Industry Classification System (NAICS) code 811121. The anticipated Period of Performance is August 15, 2025 – August 14, 2028.  The Government intends to award a three-year Indefinite Delivery Vehicle (IDV) from this solicitation and reserves the right to award to multiple vendors.

FAR 52.212-1 Instructions to Offerors - Commercial Items. (SEP 2023) is applicable to this solicitation.

52.212-2 Evaluation—Commercial Products and Commercial Services

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.

The Government will use the factors stated in Section 1.1 to evaluate the offers and does not commit to evaluating offerors for strict compliance with all aspects of the solicitation. Award may be made to other than the offeror with the lowest priced quote, if the Government determines that a price premium is warranted due to nonprice factors merit. The Government may also award to other than the highest rated quote, if it determines that a price premium is not warranted. The Government will not make an award at a higher overall price to achieve only slightly better performance capabilities. If two or more quotes are determined not to have any substantial technical differences (i.e., approaching technically equivalency), price may become the determining factor, and award may be made to the lower priced Offeror.

The government anticipates selecting the best-suited contractor from initial responses, without engaging in communications with contractors. Contractors are strongly encouraged to submit their best technical solutions and price in response to this RFQ.

Once the government determines the contractor that is the best-suited (i.e. the apparent successful contractor), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a task order with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues.
