About this file

This document is an Amendment 1 Solicitation Clarification/Questions Request Form for a Vehicle Repaint Request for Quote (RFQ) with Solicitation Number 70US0925R70093054. The amendment addresses two key vendor questions: (1) whether pre-bid vehicle inspections are permitted (answer: no, but vendors can halt work and request additional funding if major damage is discovered), and (2) whether this is a new contract (confirmed as a brand new requirement, with UND having used OEM White Vehicles for the past 30 years).

The associated federal contract opportunity is a small business set-aside for repainting service vehicles, issued by the Department of Homeland Security US Secret Service. The solicitation seeks a three-year Indefinite Delivery Vehicle (IDV) contract with a period of performance from August 15, 2025 to August 14, 2028. Key details include: quotes are due July 18, 2025 at 3 PM, the NAICS code is 811121, and the government reserves the right to award to multiple vendors. Evaluation will consider technical solutions and pricing, with the government selecting the best-suited contractor and potentially negotiating remaining issues with the top candidate.

Amendment 1-Solicitation Clarification/Questions Request Form 70US0925R70093054- IDV-Repaint

# Questions Answers

Is there a possibility of conducting a pre-bid inspection for the UND Vehicle Repaint RFQ (Solicitation Number: 70US0925R70093054).

Specifically, I would like to confirm whether vendors are allowed to inspect the vehicles prior to submitting their proposals to better assess the scope of work, including the extent of pre-existing damage or other factors that may influence pricing and technical approach.

If pre-bid inspections are not permitted, could you please advise on how vendors should account for potential variations in vehicle condition when preparing their proposals?

No. The Requirement document clearly states under Section 1.4 Specific Tasks that the Collision Repair Technician finding any damage deemed major requires that the vendor halt work and contact the program office and provide a quote, so that any additional costs can be approved, and additional funding provided if needed.

We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

Brand new Requirement UND has been driving OEM White Vehicles for the last 30 years.
